Duties

Key Activities for Regional Intelligence Officer:

Plans, leads and conducts intelligence gathering to ensure compliance to legislation pertaining to ECCC administered legislation, the enforcement program, and federal environmental/conservation legislation. Collects data and conducts first-line intelligence analysis to identify violations of departmentally administered statutes. Performs intelligence duties and supports investigations as directed. These functions may include supporting operational duties with respect to searches and seizures, collecting and safeguarding of evidence, assisting in the preparation of court briefs and testifying in court. Develops and maintains a network of contacts to collect information from sources, law enforcement agencies and others, the general public and the business community. Conducts surveillance operations, profiling and targeting on known or suspected offenders.

Key Activities for Regional Intelligence Analyst:

Conducts self-generated and request-driven intelligence analysis and produces finished intelligence products using multi-dimensional and inter-related classified intelligence, economic, public administration, socio-economic or sociological research related to actual or potential non-compliance; provides peer review and advice to other regional intelligence analysts. Independently applies research and analytical tools to complex intelligence analysis, hypothesis formulation/validation, and options and trend analysis; suggests research approach; provides input to the terms of reference; locates data sources; evaluates data; defines data interrelationships and draws conclusions; develops supporting analysis; determines and explains findings; delivers statistical results; tests, selects and applies methodologies, tools and techniques to sort, summarize, analyze and interpret data; and establishes intelligence database structure. Liaises with clients and national and regional OGD partners to obtain, exchange and clarify data/information, share finished intelligence, remain abreast of regional non-compliance trends and developments, and reports on progress and usefulness of information gleaned from these meetings and fora to the Intelligence Manager.

Intent of the process

The intent of this process is to staff two (2) indeterminate in Vancouver, one (1) in Dartmouth and two (2) in Quebec.

A pool of qualified candidates may be created to staff similar positions with various tenures (indeterminate, specified period, deployment, assignment, secondment, acting, acting extensions), language requirements (English Essential, Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC) and/or security requirements (reliability or secret) within Environment and Climate Change Canada.

EDUCATION

Successful completion of a post-secondary program of at least two years in biology, environmental studies, police sciences, law, natural resources law enforcement, criminology, psychology, chemistry, history, security studies, business administration, OR an acceptable combination of education, training and/or experience.

EXPERIENCES

STREAM 1 – Officer

EX1: Experience in investigative techniques, or conducting analysis, in a law enforcement, intelligence, or military context, such as: interviewing, statement taking, preparation of intelligence products, surveillance, informant handling, completion of production orders or preparing court briefs.

EX2: Experience establishing and maintaining partnerships with other regulatory*** agencies for the purpose of conducting inspections and investigations, or undertaking intelligence activities.

***Regulatory means a law enforcement, military, or regulatory program.

STREAM 2 – Analyst

EX3: Experience conducting research, analyzing, and writing reports, which provide guidance and/or recommendations, in an enforcement, military, or intelligence context.

EX4: Experience in providing strategic advice or analysis to management.

EX5: Experience in preparing a wide variety of written documents such as assessments, reports, research papers, briefing notes, or presentations for the review of management.

KNOWLEDGE - All streams

K1: Knowledge of Canadian law* and related jurisprudence governing the collection, sharing and use of information.

* Canadian Charter of Rights and Freedoms, Criminal Code, Canada Evidence Act, Privacy Act, and Access to Information Act.

K2: Knowledge of the Environment and Climate Change Canada’s and Enforcement Branch’s mandate as it relates to wildlife protection.

CONDITIONS OF EMPLOYMENT for Regional Intelligence Officer:

Must obtain and maintain Secret security clearance

Must successfully complete all stages of designation training, which may require being away from home for several weeks at a time.

Must be willing to complete necessary training to maintain and upgrade knowledge, skills, and abilities required for position):
Regional Intelligence Officers are required to carry a sidearm and must be able to pass initial training and recertification (successful completion of a use of force recertification training every year and re-qualification on the use of the firearms every year).

Must successfully complete initial and annual Occupational Health and Safety training

Must be willing to obtain and maintain First-Aid and cardiopulmonary resuscitation (CPR) training

Must obtain and maintain a valid driver’s licence for operating emergency vehicles in the province of employment.

Must successfully complete and maintain an occupational health assessment, including both physical and psychological evaluations.

Must be willing to wear departmental uniform, body armour, and officer safety equipment, including a use of force tools (wildlife officers carry a firearm: pistol).

Must be willing to travel by small vessel, aircraft, off-road vehicle, and travel over rough terrain and water.

May be required to be on call, work weekends, and/or statutory holidays and provincial/territorial holidays, irregular hours, shift work, and overtime as required and must be available to do so.

Must provide a full set of fingerprints.

Must submit to systematic checks of criminal record.

Must be willing and able to travel and be away from home for extended periods.
