Duties

In collaboration with management, unions and employees, implements and coordinates the departmental occupational health and safety program. The program aims to prevent accidents and occupational illnesses through: education; program evaluation and investigations; providing advice and making recommendations; manages and monitors injury/illness compensation/claim processes; and ensures compliance by implementing departmental policies and procedures tailored to ensure Public Service and Procurement Canada (PSPC) is in compliance with Federal Legislative Occupational Health and Safety, Regulations and administrative procedures.

The Toronto position is located at the Joseph Shepard Building at 4900 Yonge Street in Toronto, Ontario.

Currently most of the staff are working remotely in response to the public health guidelines surrounding the COVID-19 pandemic. At a later time when safe to do so staff are expected to report to their designated work location (ie. Toronto office) to perform their duties. On-going full-time telework is not guaranteed.

Intent of the process

The intent of this process is to establish a fully qualified pool of candidates that will be used to staff one position on a permanent (indeterminate) basis. The results of this process may also be used to staff identical or similar positions of various tenues and various locations in Public Services and Procurement Canada (PSPC) in the Ontario Region.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience in providing Occupational Health and Safety (OHS) advice and recommendations to managers, employees, workplace OHS committees or OHS representatives.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

A degree from a recognized post-secondary institution in a program related to the position (e.g. occupational health and safety, industrial hygiene, ergonomics, industrial relations, etc.).

A diploma from a recognized post-secondary institution in a program related to the position (e.g. occupational health and safety, industrial hygiene, ergonomics, industrial relations, etc.).

Degree equivalency

Health and Safety Professional Certification or Designation as a Canadian Registered Safety Professional or equivalent.

1. Recent* and significant** experience in administering occupational health and safety programs in a multi-disciplinary organization (e.g., policies, procedures, action plans, audits).
2. Recent* and significant** experience in providing advice and recommendations to managers, employees, workplace OHS committees or OHS representatives with respect to the federal occupational health and safety legislation, regulations and standards.
3. Experience in the case management of cases, related to injury/illness, return to work, disability, accommodation measures or accessibility in the workplace.
4. Experience in conducting occupational health and safety inspections, investigations, analysis of results and recommending corrective actions.
5. Experience in conducting ergonomic assessments.
6. Experience in facilitating and delivering training or information sessions.

*Recent is defined as a minimum of two (2) years of a cumulative experience acquired within the last five (5) years. The closing date of the poster will be used to determine the five-year period.

**Significant experience will be assessed in terms of the depth and breadth of activities, as well as the level of autonomy demonstrated with having performed a broad range of complex activities, over a period of approximately five years.

Willingness and ability to travel, as required.
Willingness and ability to work overtime.
Possession of a valid driver’s license or personal mobility to the extent normally associated with the possession of a driver’s license.
Willing and able to move freely, quickly and without assistance over great distances and on surfaces that are sometimes uneven.
Willing and able to climb and descend stairs, ladders and scaffolding freely, quickly and without assistance.
