Due to the COVID-19 Pandemic, some employees of Indigenous Services Canada are currently working remotely. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces. Therefore, this opportunity may initially be a remote working opportunity. When it is deemed safe to return to the workplace, the opportunity will be in an Indigenous Services Canada office located in Winnipeg, Manitoba.

Intent of the process

This process will be used to establish a pool of qualified candidates and it may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

EDUCATION:
Graduation with a degree or diploma from a recognized post-secondary institution OR an acceptable combination of education and experience defined as a high school diploma and at least 4 years’ experience in a field relevant to the position(s) being staffed.

EXPERIENCE:
- Recent* and significant** experience in providing recommendations to either stakeholders***, supervisors or managers**** on program or policy issues.

- Recent* and significant** experience in researching and analyzing information and developing options.

- Recent* and significant** experience interpreting either legislation, regulations or policy.

*Recent is defined as experience acquired within the five (5) years preceding the closing date of this process.
**Significant is defined as the breadth and depth of experience normally associated with having performed a broad range of specific and related work over a period of at least two (2) years.
*** Stakeholders are defined as other Government Departments, Indigenous governments, external advisory bodies, First Nations communities, organizations delivering services to First Nations communities, clients, financial institutions or private sector organizations.
****Managers are defined as higher level than the incumbent that actively participates in the daily supervision, planning and administrative processes required by an organization to help meet its objectives.

EDUCATION:

- Experience in developing briefing material to Senior Management in support of policies or programs.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
