On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Duties

The positions that will be offered are within the Employee Relations and Total Compensation Sector (ERTC), that falls under the Office of the Chief Human Resources Officer within TBS.
As a Benefits Project Officer, you will be working on the health, dental and/or disability public service group insurance plans, that cover more than 1.5 million people, including current public service employees, retirees, and their eligible family members. Duties may include working with internal and external partners to ensure that the public service benefit plans are procured, delivered, and communicated effectively.

Intent of the process

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (english essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

EDUCATION:

- Experience in project management;
- Experience identifying the needs of an audience on specific issues and preparing plans for the development and maintenance of information products;
- Experience with the Government of Canada Policy on Communications and Federal Identity.

ORGANIZATIONAL NEEDS:
- Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
