Duties

The position within Indigenous Services Canada is the Program Manager of the Climate Change and Health Adaptation Program, for First Nations North of 60 and Inuit. This program supports First Nations and Inuit across the three territories and all of Inuit Nunangat to lead adaptation solutions in their communities. This role provides an exciting opportunity to support climate action in the north, as well as advance solutions to issues facing Indigenous communities and reconciliation as a whole.

The program manager will be directly responsible for the management and delivery of the Climate Change and Health Adaptation Program across the Yukon, Northwest Territories and Nunavut, and would support program delivery in Nunavik and Nunatsiavut. The program utilizes a number of best practices to directly support communities and Indigenous organizations in accessing the program.

The program manager will work collaboratively with other federal programs, community climate change liaisons and Indigenous organizations to develop, review, and fund adaptation projects. The program manager will support existing governance structures to inform program management and proposal review, as well as look for opportunities to adapt and improve governance.

The program manager will work directly with Indigenous organizations to understand climate change impacts on health and wellbeing in the North, and culturally relevant adaptation solutions to reduce these impacts. The program manager will support partnership development with Indigenous partners across the North and within the federal government to ensure Indigenous priorities surrounding health and climate change are being received, understood, and communicated broadly through existing and new communication channels, including numerous working groups.

The program manager will utilize their expertise on the subject of climate change, environmental and health impacts and issues, northern geography and politics, and Indigenous relationships and history to support program implementation and health policy development to advance Indigenous priorities in the North.

Intent of the process

Indigenous Services Canada (ISC) immediate need is to staff one (1) position located in Yellowknife, NT, with an English essential language requirement, on an indeterminate basis.

The process is anticipatory for Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), and qualified or partially qualified candidates in the process may be drawn from to staff future environmental policy analyst positions within CIRNAC, located in Gatineau and other locations.

The selection process will be used to establish a pool of partially-qualified candidates, which could be used to staff similar or identical positions with various locations, linguistic profiles and requirements, tenures and/or security requirements at ISC and at CIRNAC.

Management may consider offering remote work opportunities, from an ISC or a CIRNAC office across Canada, based on a case-by-case analysis.
