Here is a general overview of the tasks for this position:
• Manages real property projects and liaises with such partners as Public Services & Procurement Canada, Department of Justice, the Province of Newfoundland and Labrador, and others involved in the legal conveyance of property.
• Provides guidance to staff, Harbour Authorities and members of the public on property related matters.
• Assists in the development of the Small Craft Harbours real property acquisition and divestiture programs.
• Leads and/or participates in public meetings relating to property acquisition or divestiture projects.
• Provides guidance, technical advice and recommendations to management, staff, and public interest groups on general property matters and site specific issues.
• Negotiates real property arrangements with various levels of government and local interest groups.
• Maintains accurate property asset data using databases and inventory management systems.
• Prepares and reviews documents such as transfer agreements, memorandums of understanding, grants, licences, bills of sale, etc.

Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters. We are responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.
The intent is to create a pool to staff identical, similar, or lower level positions within The Department of Fisheries and Oceans Canada in the Newfoundland and Labrador region, on an indeterminate, acting, specified period (term), deployment, secondment, or assignment basis.
This process will be used to staff immediate vacancies in St. John’s. The process may be used to staff other vacancies in the Newfoundland and Labrador region of the Department of Fisheries and Oceans Canada.

Education:
Graduation with a diploma from a recognized post-secondary institution with specialization in land/property administration, urban planning, engineering, geomatics, land survey or other field of study relevant to the position; or an acceptable combination of skills, education and experience*.
* An acceptable combination of skills, education and experience is defined as: 1. the completion of any post-secondary training program of at least 2-years in duration from a recognized post-secondary institution and 2. direct and recent experience (of at least 36 continuous months within the last 10 years) in acquiring, divesting or managing real property holdings in a government or corporate environment.
Experience:
• Experience in either the acquisition and/or divestiture of real property or in managing a portfolio of real property holdings; in a government or corporate environment.
• Experience in reviewing and interpreting legal survey plans, legal descriptions and survey reports.
• Experience in conducting negotiations and establishing partnerships with stakeholders.
• Experience in managing budgets in a professional environment.
• Experience in providing advice and recommendations to senior management on complex matters.
Asset Qualifications
Asset Education:
• Graduation with a degree from a recognized post-secondary institution with specialization in land/property administration, urban planning, engineering, geomatics or land survey.
• Certification in Project Management
Asset Experience:
• Experience in using AutoCAD.
• Experience in using Geographic Information System (GIS).
• Experience in working with and producing plans, surveys, maps and aerial photographs.
• Experience in leading public meetings.
• Experience in preparing and reviewing documents such as transfer agreements, memorandums of understanding, grants, licenses, bills of sale, etc.
Asset Knowledge:
• Knowledge of the land conveyance and ownership environments in Newfoundland and Labrador.
• Knowledge of federal policy relating to the divestiture of surplus federal Real Property.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
