At the time this job opportunity was published, Indigenous Services Canada employees had not yet returned to their workplace due to the context of COVID-19. Therefore, the successful candidates may have to work remotely until further notice.

The official workplace for the position currently available is Ottawa. Depending on the needs and requirements of the service, the possibility of a telework arrangement could be considered. The request will be assessed in accordance with the provisions of the Directive on Telework.

Duties

In general, the engineering team will be accountable for:

- providing support, advice and recommendation to Senior Management and First Nation communities in relation to drinking water and wastewater management;
- establishing and maintaining relationship with internal and external stakeholders; and
- reviewing First Nations’ projects related to drinking water and wastewater from a public health perspectives, to ensure they met current standards and guidelines.

More specifically:

The Environmental Engineer (ENG-04) will be responsible for providing project leadership and specialist environmental engineering services and advice to support First Nations and the Department’s programs and projects related to drinking water, wastewater systems and solid waste management issues.

By joining the Environmental Public Health Division, you will have opportunity to provide direct support to environmental health services and community based programming. You will build and support strong working relationships with First Nations with a focus on improving health outcomes and reducing health risks.

Work environment

Indigenous Services Canada (ISC) works collaboratively with partners to improve access to high quality services for First Nations Communities, South of 60°. The Environmental Public Health Division at the First Nations and Inuit Health Branch (FNIHB), is responsible for providing public health services to those communities, by delivering eight( 8) core programs such as: Drinking Water, Food Safety, Healthy Housing, Wastewater, Solid Waste Disposal, Facilities Inspection, Communicable Disease Control, and Emergency Preparedness & Response.

Intent of the process

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Indigenous Services Canada with various linguistic profiles (English essential, Bilingual Imperative BBB/BBB, CBC/CBC, CCC/CCC) as well as various tenures such as Specified Period (Temporary) or Indeterminate (Permanent).

EDUCATION

Graduation with a degree from a recognized post-secondary institution in civil engineering with specialization in environmental engineering.

EXPERIENCE

Significant and recent* practical engineering experience in the fields of water supplies or wastewater disposal.

Significant and recent* experience managing a multi-project portfolio.

Significant and recent* experience serving as a subject matter expert and advising senior management (director and above) on complex engineering or other issues related to wastewater, drinking water or solid waste management.

Significant and recent* experience planning, leading or contributing to the development or implementation of policies, standards or frameworks of a program.

*Significant and recent experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex related activities for a period of approximately three (3) years within the last ten (10) years. Examples citing academic coursework or undergraduate degree requirements will not be accepted.

OCCUPATIONAL CERTIFICATION

Eligibility for certification as a professional engineer in Canada with specialization in civil/environmental engineering.

KNOWLEDGE

Knowledge of drinking water contaminants and their potential risks to public health.

Knowledge of environmental health issues in First Nations communities as they relate to drinking water, wastewater and solid waste.

Knowledge of various drinking water and waste water treatment processes and on-site sewage disposal methods.

OUTLINE OF STEPS DURING THE STAFFING PROCESS:

STEP 1.

STEP2.
Log in to your account and look at the available jobs. You can narrow down your search criteria by categories such as, organization, location, job title and expected salary.

STEP 3.
You can apply to the job(s) that are of interest.
