In line with its commitments to provide more access to federal procurement opportunities to small, diverse and underrepresented businesses PSPC created an office to help these businesses in their procurement journey. Over 1.2 million small businesses (1-99 employees) exist in Canada, with Ontario having the highest concentration (440,000) of small businesses in the country. Supporting small businesses is a high priority for Procurement Assistance Canada (PAC), formerly known as the Office of Small and Medium Enterprises (OSME).
PAC-Ontario Region (PAC-OR) is committed to helping small and medium enterprises (SMEs) participate in federal procurement, with an increased focus on diverse and under-represented businesses. The PAC-OR team assists and guides businesses throughout their federal procurement journey, including self-serve reference tools, webinars, workshops, and personalized one-on-one assistance. PAC-OR is supporting collaborative outreach initiatives to increase bidder diversity and social procurement awareness within the region. The team contributes to the priorities of the region by engaging with key industry stakeholders and directorates to support awareness of significant programs and projects.
The intent of this appointment process is to staff one position. A pool of candidates may be established through this process to staff similar or identical positions for future vacancies of various tenures at Public Services and Procurement Canada.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
Experience:
1. Recent** experience analyzing and synthesizing complex*** information to provide advice to management.
2. Recent** experience in preparation of at least two of the following types of documents: economic development analysis, industry / supply chain analysis, business case / project proposals, briefing notes, presentations or discussion papers in a work setting to provide advice for supervisor and above.
3. Recent** experience in leading or coordinating multidisciplinary teams
4. Significant* and recent** experience in stakeholder engagement. (Stakeholders include; other business units or directorates, other departments or levels of government, public or private organizations, or other applicable groups).
*Significant is defined as experience associated with having performed a range of activities on a variety of stakeholder engagement initiatives of varying sizes, normally acquired with having undertaken this work on a regular basis for approximately 2 years.
**Recent experience normally corresponds to experience gained in the last five (5) years.
***Complex information would have two or more of the following characteristics: high profile (e.g. public or media attention), multi-stakeholder, multi-jurisdictional (e.g. more than one level of government), third-party interests, national in scope, requiring multiple consultations OR other factors that the applicant can demonstrate constitute complexity (e.g. exceptionally technical, novel issues, significant events). Complex issues are not routine.
Experience:
1. Experience in conducting studies or analysis of socio-economic or supply chain data; such as regional or industry; small and medium enterprises; economic development; innovation; diverse organizations or employment equity group purposes.
2. Recent** and significant* experience mobilizing (research, development of business leads and recruitment) stakeholders around a cause, event or project.
3. Experience in preparing, coordinating, and analyzing surveys or client feedback.
4. Experience using various Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and formatting raw data into functional reports
5. Experience in facilitating and delivering outreach events.
6. Recent** experience in negotiating contracts (Contracts include; procurement/event/work contract) or service agreements (Service agreements include Memorandum Of Understanding, Letter Of Agreement, Specific Service Agreement) with clients or stakeholders in a work environment.
*Significant is defined as experience associated with having performed a range of activities on a variety of stakeholder engagement initiatives of varying sizes, normally acquired with having undertaken this work on a regular basis for approximately 2 years.
**Recent experience normally corresponds to experience gained in the last five (5) years.
Operational Requirements:
Able and willing to travel to various locations throughout Ontario which may require overnight stays.
Able and willing to occasionally work overtime and on weekends.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=32694), federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
