Intent of the process

A pool of partially qualified candidates will be established through this process to staff positions within the Department of Public Services and Procurement Canada.

Acting opportunities may be offered to internal employees who qualify in the pool.

Stream 1 - Commissioning Specialist: 3 positions to staff
Stream 2 - Senior Maintenance Management Specialist: 3 positions to staff

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION (Streams 1 & 2)
A post-secondary school diploma or an acceptable combination of education, training, and/or experience relating to heating, ventilation, and air conditioning (HVAC), Mechanical, electrical, or control systems in facilities.

Degree equivalency

EXPERIENCE - STREAM 1
1. Minimum 5 years of experience* in the commissioning field
2. Experience* in collaborating on planning and technical development of commissioning services for projects related to multi-purpose, highly specialized facilities.
3. Experience* in the construction, installation and servicing of HVAC, hydronic, electrical and/or Building Automation systems in commercial, industrial and/or special purpose facilities.
4. Experience* in current techniques used for the testing/verification/commissioning of HVAC, hydronic, electrical and/or Building Automation systems.
5. Experience* in the techniques, development, management, testing & verification of commissioning plans and their implementation in real property or construction Mechanical, Electrical and/or Building Automation Systems.

* Experience to be directly involved with the commissioning process e.g. testing, organizing, witnessing.


EXPERIENCE - STREAM 2
1. Minimum 3 years of experience* in maintenance contract management.
2. Experience* in planning and technical development of maintenance service contracts for federal office buildings and/or multi-purpose and/or highly specialized facilities.
3. Experience* in management and coordination of recommissioning projects.
4. Experience in project management of Mechanical, Electrical, Building Automation systems and/or Building Envelop.
5. Experience producing technical reports.
6. Experience* in supervising and managing staff of technical employees.

* Experience to be directly involved with the recommissioning process e.g. testing, organizing, witnessing

ASSET QUALIFICATIONS - STREAM 1
1. Licensed Professional Engineer
2. Building Commissioning Certification from a recognized organization (*CSA, ASHRAE, BCxA, AEE)
Examples: Building Commissioning Professional (BCxP), Certified Commissioning Professional (CCP), Certified Building Commissioning Professional (CBCP)
*Canadian Safety Standards Z320 Gold Seal certificate by Canadian Construction Association must be accompanied by a professional certification requiring annual education credits.

ASSET QUALIFICATION - STREAM 2
Experience in management of Building Condition report

2. Knowledge of establishing project budgets and control.

4. Ability to interpret contract documents, technical documents relating to building facility and equipment;

Conditions of employment

CONDITIONS OF EMPLOYMENT (Streams 1 & 2)
1. Secret security clearance.
2. Be willing and able to work overtime on short notice
3. Be willing and able to travel occasionally or when required.
4. All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.

VACCINATION:
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
