Intent of the process

Current Needs: The immediate need is to staff EC-06 positions within the Centre for Population Health Data (CPHD) Division.

Future Needs: A partially qualified pool may be established to staff similar positions with various tenures, various linguistic profiles, and/or security clearances within Statistics Canada across Canada

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology, or Statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXP1. *Significant experience managing ** complex projects (eg. research projects, transformative project, and/or surveys)

*Significant is defined as the depth and breadth of experience normally acquired over a period of 2 years.

**Complex is defined as involving a high degree of analysis, many stakeholders and connections, a variety of implications for different aspects of a sector, and the integration of information.

EXP 2. *Significant and ***recent experience in AT LEAST TWO of the following activities:

•Outreach and collaboration with stakeholders or partners or interest groups) to enhance subject matter knowledge, to understand user needs, and/or to leverage data sources in order to develop statistical programs or projects.

•Data integration, big data, data manipulation, data analytics and/or quantitative statistical analysis and/or modelling;

•Developing or revising questionnaire content including the development or revision of classifications, conceptual frameworks or metadata related to statistical outputs;

•Providing expert advice and/or client services to data users or clients;

•Preparing, editing and evaluating analytical material for the purpose of dissemination and knowledge translation of data insights through either academic publications, storytelling or data visualization

*Significant is defined as the depth and breadth of experience normally acquired over a period of 2 years.

***Recent is defined as having performed the duties within the last five (5) years.

EXP 3. *Significant and ***recent experience in AT LEAST ONE of the following activities:

•Conducting health, social, demographic or health policy analysis that includes quantitative statistical analysis and the publication of the results for academics and/or a general audience;

•Working in a clinical health setting including but not limited to medical and research environments;

•Working for a business with a focus on health equipment, medical supplies or health services etc. that supply the health care system.

*Significant is defined as the depth and breadth of experience normally acquired over a period of 2 years.

***Recent is defined as having performed the duties within the last five (5) years.

Education specializations:

1.A degree from a recognized postsecondary educational institution, with a specialization in one of the following: health, epidemiology, health sciences, public health, or population, communications, or journalism;

2.Masters Degree and/or Ph.D with *significant emphasis on statistical analysis of large microdata sets;

3.Project Management Certification or pending qualification

*Significant is defined as having acquired at least one course in statistical analysis at the graduate level, or the completion of an evidence-based thesis using statistical analysis as the main line of inquiry.

Asset Experiences:

(Project/people management)

1.Experience in management (human resource planning, performance management, financial planning plans and priorities)

2.Experience leading public or interdepartmental consultations and engagement activities.

3.Experience with leveraging business intelligence tools to achieve and deliver on results.

4.Experience as a Project Manager using a Project Management Framework.

5.Experience doing data quality evaluation and/or quality assurance and verification.

6.Experience negotiating contracts.

7.Experience in managing digital communications projects, including mobile applications.

8.Experience with innovation/ innovative approaches to data acquisition.

9.Experience establishing strategic partnerships to drive results (e.g. alternative data strategy, etc.)

10.Experience leading interdepartmental or corporate wide initiatives.

(Programming/statistical analysis)

11.Experience with advanced quantitative statistical analyses, such as advanced regression models (binomial and multinomial models, quantile regressions, regression discontinuity, hierarchical linear models, etc.), factor analysis, decomposition techniques, longitudinal analysis, computable general equilibrium models, dynamic general equilibrium models, model-based imputation techniques, or microsimulation models.

12.Experience programming (e.g. SAS, STATA, SPSS, R, C, C++, Python or equivalents) for the purpose of data collection, compilation, processing, classifying, validation, linking and analysis.

13.Experience working using geographic information systems (GIS) platforms such as ArcGIS and QGIS to process and analyse data, including the application of various spatial analysis techniques (e.g., measures of spatial association)

14.Experience applying machine-learning or artificial intelligence techniques.

15. Experience with editing text (French or English)

(Specialized domains)

16. Experience working in the health domains such as, general health, social determinants of health, physical activity, reproductive and sexual health, vital statistics, chronic conditions, nutrition, hospitalizations, treatment and surgery to access, population health and Health Care or Supportive Care.

17. Experience related to analyses/research involving gender, diversity, inclusion and equity (involving ethnocultural groups, Indigenous populations, immigrant populations, or other vulnerable or underserved populations).
