Duties

The Receiver General and Pension Branch (RGPB) plays an important role in the daily operations of the Government of Canada (GC) as a key provider of services for federal departments and agencies, employees, pensioners, and Canadians. The Branch supports them as the central treasurer, accountant, document imaging broker, insurance eligibility and remittances administrator, as well as their pension administrator.

Within the RGPB, the Sector of Imaging and Receiver General Operations Directorate provides banking reconciliation and investigation related to Government of Canada payments (Receiver General Operations), as well as document imaging services to the federal departments and agencies. The Sector operates from three locations: imaging installations that are located in Matane (Quebec) and Winnipeg (Manitoba), as well as a small team located in Gatineau (Quebec).

A recent system outage has highlighted the necessity to enhance the Sector’s current systems and processes and in parallel, launching longer term modernization initiatives to ensure sustainability and mitigate the risks associated with similar issues reoccurring.

It is in this context that the Director, Integrated Systems Planning & Continuous Improvement is responsible for the enhancement of the current, as well as for the modernization of, the Imaging and Receiver General Operations functions through the complete review of its activities, processes and supporting IT systems to ensure business continuity, efficiency and effectiveness, in the delivery of critical document imaging support services to treasury and banking services to the Canadian government and population, and by doing so is participating in the continued transition towards a more digital/paperless working environment for all organizations within the GC.

The Director must ensure all systems used by the Sector are catalogued and have documented roles and responsibilities, processes and procedures, assigned formal accountability for decision making and technology support (namely the roles of business owner, product owner and product manager). The Director also ensures risks associated with current systems are identified and documented, and identifies opportunities for embedding risk mitigation steps in the business processes and formalizing escalation of issues to lower risks and resolve issues more efficiently. In parallel, the Director must plan for the longer-term replacement of aging systems, in line with other modernization initiatives of the Branch. This includes planning for the life cycle management of the current systems, applying a preventative management approach for the equipment, as well as the transition planning to the new solution.

WHY CHOOSE TO LIVE IN MATANE?

Matane is a city located in the administrative region of Bas-Saint-Laurent in Quebec (Canada). It is part of the regional county municipality of La Matanie, of which it is the capital. The city, located on the northern coast of the peninsula, is included in the tourist region of Gaspésie. The Matane River has its mouth there in the maritime estuary of the Saint-Laurent.

Matane is a dynamic maritime city with its seaport, its shipyard, its major shrimp processing plant, its rail ferry and its ferry ensuring a link with the North Shore. Matane also benefits from the presence of large industry, particularly in the pulp and paper, wood processing, wind energy and concrete sectors. Finally, Matane is an institutional hub with its CEGEP and its hospital center, as well as a place conducive to the arts and culture.

Among the tourist attractions, we note the Matane wildlife reserve, about forty kilometers southeast of the city. In addition, the Parc des Îles is a place where visitors can walk, observe the salmon at the fish pass and witness the exploits of a few fishermen

In addition, the inhabitants of the Matanie region benefit from a lower cost of living than most regions of Quebec, and this is, among other things, thanks to the efforts of the city of Matane. Indeed, the municipality finances many sports and cultural organizations in addition to owning infrastructure such as a ski resort and a golf course. The result: an ideal place for sports and culture enthusiasts, as well as for young families!

Intent of the process

The process intent is to staff the position of Director, Integrated Systems Planning and Continuous Improvement on an indeterminate basis in Matane (Québec).

A pool of partially or totally qualified candidates interested in relocating to Matane will be established first through this process.

AED1: Graduation with a Bachelor or Master degree from a recognized post-secondary institution*.

VACCINATION

Assessment Methodologies

Any assessment method that is considered appropriate to determine whether a person meets the qualifications may be used in no specific order, such as but not limited to, written exam, interviews (including group interviews), and reference checks. For candidates within the Public Service, a review of past performance and accomplishments including performance rates, talent map placement may also be used.

Considering the current situation related to COVID-19 and in order to accelerate the selection process, assessments may be conducted through various means including but not limited to self-reporting examples of past performance and work-related achievements. Interviews (including group interviews) may be conducted by telephone or videoconference.

Applicants who meet the essential qualifications may be invited to an interview based on the relevance of their experience to the role and expectations for the position being staffed.

Reference checks will be conducted. Candidates should be prepared to provide the names and coordinates of their referees. Some or all of these individuals may be contacted. Referees must have an in-depth knowledge of your work, and must be able to answer specific questions pertaining to your achievements and qualifications as provided in your application, or at any point during the assessment phase.
