1. Plan and lead the development, compilation, analysis and reporting of Canada’s forest carbon estimation and reporting, as specified by the Intergovernmental Panel of Climate Change (IPCC), for the annual National Inventory Report (NIR) on Forest Greenhouse Gas (GHG) emissions, the annual Emissions Trend Reporting and; support implementation of the Planting 2 Billion Trees Program (i.e., reporting actual and counterfactual baselines) and other aspects of the Natural Climate Solutions Fund, in close cooperation with ECCC (collectively, this work is referred to as “the Project”)
2. In collaboration with Carbon Accounting Team research scientists, facilitate the development and intake of scientific research to advance operational improvements consistent with the GHG Improvement Plan using forest carbon modelling tools, following quality assurance and quality control procedures for GHG inventories. Tools include the CFS Carbon Budget model (CBM-CFS3), the spatially-explicit Generic Carbon Budget Model (GCBM), the National Forest Carbon Monitoring, Accounting and Reporting System (NFCMARS and updates), and tools for the estimation of Harvested Wood Products carbon dynamics.
3. Manage the human, financial and technical resources allocated to the Project
4. To deliver the Project operations, liaise with other government departments (federal, provincial and territorial) and industry; develop partnerships with government departments and external agencies, and; coordinate with partner agencies, including negotiation of agreements and exchanges of resources, data, and products between governments
5. Develop external support and partnerships for the enhancement of the Project to meet emerging data and information demands
6. Manage client relationships and provincial, territorial and other agencies’ data (i.e., through data sharing agreements)
7. Advance integration of the Project with other activities within the organization to support operational requirements.
8. Lead analysis and communication of Project results to national and international stakeholders
9. Support the development and annual maintenance of the GHG Improvement Plan and protocol, working closely with ECCC partners, to produce the annual National Inventory Report.
10. Provide scientific advice to program managers and senior managers in NRCan and other government departments on forest carbon estimation and reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC).
11. Represent NRCan-CFS on national and international committees (e.g., ECCC-NRCan working group, CCFM, IPCC, UNFCCC, etc.), and act as a federal liaison with other federal and international jurisdictions on matters related to forest mitigation.
12. Initiate and manage contracting processes, as required
This is a unique opportunity to lead the multi-agency partnership and multi-disciplinary team of professionals that is responsible for reporting forest-related greenhouse gas (GHG) estimates for Canada, including for the 2 Billion Trees (2BT) federal government program delivered collaboratively by partners across Canada. The 2BT Program is one component of the Natural Climate Solutions Fund (NCSF) that also involves Environment and Climate Change Canada (ECCC) and Agriculture and Agri-Food Canada (AAFC). The Manager will be challenged with evolving forest carbon mitigation science, data and information needs while providing Canada with a long-term monitoring data legacy to inform climate change mitigation policy involving forests, forestry and the forest products sector and advance forest carbon science in Canada.
The Manager will be called upon to represent Canada at national and international meetings, and ensure that complex findings and issues are communicated effectively to decision-makers.

The intent of this process is to recruit a new Manager – Carbon Accounting and Reporting at the Canadian Forest Service’s Pacific Forestry Centre in Victoria, BC.

Education:
Graduation with an acceptable doctoral degree from a recognized post-secondary institution in a field of natural sciences related to the duties of the position, or the employer-approved alternative for the SE classification (See Note 1.).

The degree must be from a recognized post-secondary institution and in scientific fields and specialties related to the duties of the position. Experience:
(EX1) Experience in planning and managing collaborative scientific-technical projects that involve large (regional to national scale) natural resource or environmental data sets with multiple data layers.
(EX2) Experience in the application of computer models that simulate forest carbon cycling.
(EX3) Experience working with and presenting information or advice to government (e.g., provincial/territorial/federal) resource management agencies, external groups, or senior management on forestry activities, inventory, assessment, or scientific/technical issues.
