Assessment accommodation

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. As a Career Development and Human Resources Advisor you regularly counsel police officers on various options to achieve their short and long term career goals. In addition, the role allows you to work directly with management to maintain resource levels within detachments and specialized police services which keep Canadians safe. Intent of the process

This process will initially be used to staff one (1) position on a permanent basis.

A qualified pool of candidates may be established and may be used to staff similar positions on a term and/or permanent basis within the Royal Canadian Mounted Police in Edmonton, Alberta. The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

Experience researching information from various sources.
Experience working with clients to identify problems, analyze options and recommend solutions.

*For PE-01 positions, applicants must demonstrate the depth and breadth of experience normally associated with working full-time for a minimum of six (6) consecutive months.
**For PE-02 positions, applicants must demonstrate the depth and breadth of experience normally associated with working full-time for a minimum of twelve (12) consecutive months.
***For PE-03 positions, applicants must demonstrate the depth and breadth of experience normally associated with working full-time for a minimum of two (2) consecutive years.

Participation in the PE Developmental Program.
Ability and willingness to work overtime as required.
Ability and willingness to travel within Alberta as required, including via small aircraft.

RCMP Enhanced Reliability Status security clearance.

What is the PE Development Program?
The PE Development Program (PEDP) is designed to hire participants at the junior level and, after fulfilling training and development requirements, appoint them to the working level.

Your responses to the screening questions will be used as the primary source in determining whether you meet the screening requirements. It is insufficient to state only that the requirement is met or to provide a listing of current responsibilities. Candidates must provide concrete examples demonstrating how they meet the requirements. FAILURE TO PROVIDE SUFFICIENT AND APPROPRIATE INFORMATION MAY RESULT IN ELIMINATION FROM THE PROCESS.

Candidates will be assessed using one or more of the following tools: standardized tests, interview, and reference checks. The Situational Judgment Test for Human Resources Management Advisors (HRMA-AT) will be used. It is a standardized online test developed by Compmetrica. It contains scenarios related to working as a consultant in this field. Candidates having previously written the HRMA-AT can use the results for this selection process.
