The classification of biologists in DFO encompasses a wide range of functions and skills, contributing to all of DFO's major business areas. In general terms, a Section Head/Team Leader position is expected to lead program delivery, manage teams and financial resources, collaborate and present information to stakeholders, and manage programs to support DFO decisions.
This process seeks to identify candidates for potential section head/team leader positions within the Aquatic Ecosystems Sector or the Ecosystem and Ocean Sciences Sector (Fisheries and Ecosystem Sciences Division).
Aquatic Ecosystems Sector :
A Team Leader is expected to provide advice and recommendations related to environmental science, land use, watershed planning, impact assessment, habitat assessment and other scientific assessments related to the Fisheries Act, Species at Risk Act, Oceans Act and other departmental regulations to achieve the goals and objectives of the operational program. The Team Leader will be responsible for managing a team of biologists and/or data managers, leading or facilitating the provision of policy advice related to Aboriginal consultations, the aquatic species at risk list, oceans management and the protection of fish and fish habitat.
Ecosystem and Ocean Sciences Sector - Fisheries and Ecosystem Sciences Division :
In general terms, a Section Head is expected to lead the delivery of science programs related to the assessment of fish/invertebrate stocks, aquatic ecosystems and marine mammals; manage scientific teams of researchers, biologists and technicians; manage financial resources and budgets; collaborate with and present scientific information to various stakeholders (commercial and recreational industries, Aboriginal groups, provinces, universities and other partners); and manage science programs in a manner that provides advice and support to other DFO sectors in their decision making.
The immediate need is to staff two (2) bilingual imperative CBC/CBC positions at the Gulf Fisheries Centre in Moncton, NB. This process could also be used to staff future opportunities of various durations (i.e. indeterminate, term, acting or assignment), various operational requirements or various conditions of employment within the Department of Fisheries and Oceans located in Moncton, NB.
Due to the operational requirements and responsibilities of this position, the full-time teleworking option cannot be considered.

EDUCATION
• Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.
EXPERIENCE
(Note: Experience gained as part of an university study program will not be accepted as work experience)
• Significant* work experience assessing, synthesizing or analyzing science based information from a variety of sources.
• Significant* work experience leading teams and projects.
• Work experience supervising employees (1 year minimum).
• Significant* work experience developing and maintaining collaborative working relationships or projects with various groups such as Indigenous groups, other government departments, academia, or stakeholders.
• Significant* work experience developing information material (e.g. reports, presentations, briefing notes, planning documents) to management or other groups.
*Significant is understood to mean the depth and breadth of experience normally associated with having preformed a broad range of complex related activities for a period of approximately two (2) years.
The following education and experience qualifications could be deemed essential depending on the position being staffed.
EDUCATION
• Post-graduate degree from a recognized university in aquatic or biological sciences or natural resources with a specialization in a field relevant to the position.
EXPERIENCE
Note: Experience gained as part of an university study program will not be accepted as work experience.
- Work experience in analyzing complex** scientific information and providing advice for decision-making purposes.
- Work experience in managing financial and material resources.
- Work experience managing human resources such as determining recruitment needs and participating in staffing processes.
- Work experience in consultation with Aboriginal organizations (as defined by the Aboriginal Consultation and Accommodation guidelines for Federal Officials to Fulfill the Duty to Consult***).
- Significant* work experience leading activities in line with the implementation of policies or legislation.
- Work experience in preparing and writing technical documents, scientific articles or reports including publications in primary (peer reviewed) journals or other refereed publications.
- Work experience in at least one of the following areas:
• Fish habitat conservation and protection;
• Species at risk protection and recovery;
• Invasive species management;
• Oceans and coastal area management.
- Significant* work experience in leading scientific and research activities in at least one of the following areas:
• Animal population research or assessment;
• Fish species surveys;
• Aquatic ecology;
• Ecosystem monitoring and science
*Significant is understood to mean the depth and breadth of experience normally associated with having preformed a broad range of complex related activities for a period of approximately two (2) years.
