The intent of this selection process is to staff 3 indeterminate positions. A pool of partially qualified candidates may be established and used to fill similar positions with various language requirements, tenures and security requirements within Fisheries and Oceans Canada.

EDUCATION (for all streams)
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
OCCUPATIONAL CERTIFICATION (for all streams)
Eligibility for certification as a Professional Engineer in Canada.
EXPERIENCE
STREAM 1: Manager, Maintenance Management
• Significant* experience in the management and development of maintenance plans for assets such as large vessels or complex electro/mechanical systems or complex electronic communication systems. Maintenance plans include : Preventative Maintenance, Planned Maintenance and Corrective maintenance.
• Significant* experience in managing and analysing maintenance data such as; Failure Mode and Effects Analysis (FMEA); or Root Cause Analysis (RCA); or Equipment criticality; or Reliability Centered Maintenance (RCM) analysis; or others.
• Experience in project management.
STREAM 2: Manager, Engineering
• Significant* and recent** experience in leading both the production and evaluation of engineering studies and reports.
• Significant* experience managing technical projects.
• Experience in conducting innovative or research projects/studies
• Experience in leading multi-disciplinary engineering teams
STREAM 3: Portfolio Manager
• Significant* and recent** experience in project management.
• Experience in the delivery of life cycle asset management programs or services.
• Experience managing human and financial resources.
• Experience in leading multi-disciplinary engineering teams
ALL STREAMS (1, 2 & 3):
• Experience in providing strategic advice and recommending options to senior management (EX-01 or above) on complex*** issues in both written and oral briefings.
• Experience establishing and maintaining networks and relationships with various stakeholders to advance business priorities and objectives.
DEFINITIONS:
* Significant experience is defined as experience associated with having performed a broad range of related activities, which could normally be acquired over a period of approximately two (2) years.
** Recent experience is defined as experience acquired within the last five (5) years.
*** Complex is defined as either technically complex or projects involving multiple stakeholders and governance oversight.
ASSET QUALIFICATIONS
STREAM 1: Manager, Maintenance Management
• Recognized certification in one or more of the following fields of Condition Based Maintenance: Vibration Analysis, Lubrication Oil Analysis, Infrared Thermography.
• Experience in the development of procurement specification for the development of maintenance programs for large complex assets.
STREAM 2: Manager, Engineering
• Experience in the provision of informatics engineering services related to the design, acquisition, installation and maintenance of information and/or communications systems in a marine environment, and/or Aids to Navigation
• Experience applying Canadian and International rules and regulations pertaining to the design, construction and operation of a communication system in a marine environment.
STREAM 3: Portfolio Management
• Experience with the development of business analyses such as business cases.
STREAMS 1 & 2 :
• Experience in managing human and financial resources.

OPERATIONNAL REQUIREMENTS :
STREAM 1: Manager, Maintenance Management
• Ability and willingness to go to sea in ships under trial
• Ability and willingness to conduct site visits to vessels, shipyards, and other industrial sites, involving walking over rough terrain and/or climbing stairs, ladders, scaffolding, or other structures, maintaining balance on a moving vessel, and bending in awkward positions and working in confined spaces
ALL THE STREAMS (1, 2 & 3):
• Ability and willingness to work overtime on short notice
• Ability and willingness to travel within Canada using various means of transportation such as ships, planes, and helicopters, sometimes on short notice
Reliability Status security clearance - Secret security clearance - This factor is not used at the pre-selection stage. The Department is responsible for the security clearance process.
Vaccination policy
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. Candidates must meet all the essential qualifications to be appointed to a position.
