Duties

Reporting directly to the Deputy Minister of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), the Ombuds is accountable for providing national leadership for the establishment and ongoing development, implementation and delivery of Ombuds Services across CIRNAC as a confidential, neutral and informal resource to facilitate the resolution of work-related concerns by providing all employees with a confidential, impartial and informal resource in an independent manner; ensuring Office compliance with Government requirements, promoting the Office's commitment to a values-based workplace, and fostering a vibrant ethical culture throughout the Office and the department; leading collaborative communication and education activities and providing authoritative advice and interpretations to senior management and employees on related matters; building Office capacity, and managing effective relations with external and internal organizations on related issues.

Intent of the process

►The process will be used to staff the Ombuds position at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). It may also be used to staff similar positions at CIRNAC and Indigenous Services Canada (ISC) with various language requirements and profiles, and in various locations in Canada.

EDUCATION

►Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE

►Significant* experience in managing Ombuds services, which can also include some of the following functions:
• Informal Conflict Management Services (ICMS);
• Values and Ethics; or
• Providing counselling or coaching services.

►Experience in leading reviews related to a wide range of complex** files or issues and in providing recommendations for resolution.

►Experience in providing strategic advice, recommendations and briefings, including presentations and written reports to senior management.

►Experience in establishing and maintaining collaborative working relationships with a broad range of clients and stakeholders (such as but not limited to other government departments or bargaining agents).

►Experience in managing human*** resources.

NOTES :
*Significant experience is defined as the depth and breadth of the experience normally acquired over a period of two (2) years.

**Complex is defined as having some of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having major impact on the public service, or having a potential for significant media coverage.

***Human resources management: Applicants must clearly demonstrate that they have managed human resources and were responsible for a team for a period of at least two (2) years. Some examples of managing human resources may include: assigning work, establishing performance objectives, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of employees they supervised.

****Financial resources management: Applicants must clearly demonstrate that they have managed financial resources and were accountable for a budget for a period of at least two (2) years. Some examples of managing financial resources may include full delegation for a budget, forecasting, planning, reporting and budget allocation, etc. Applicants must also indicate the size of the budget they managed.
