Intent of the process

The intent of this selection process is to staff and create a pool of qualified candidates for the following 3 streams:
- AS- 05 Real Property Analyst (Portfolio Analyst) – Stream 1
- AS- 05 Real Property Analyst (Transactions) – Stream 2
- AS-05 Real Property Analyst (Projects Leaders) – Stream 3

A pool of (fully or partially) qualified candidates will be established through this process to staff identical or similar positions in the Federal Public Service with various tenures (determinate period or indeterminate), with various linguistic requirement and for various bilingual linguistic profiles, various security requirements, various conditions of employment and for various locations.

A secondary school diploma or employer-approved alternatives.
The employer-approved alternatives to a secondary school diploma are:
• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• An acceptable combination of education, training and/or experience.

Degree equivalency

All streams
EX1. 3 years’ experience, in a Real Property context, in one or a combination of these fields:
• Investment analysis, financial analysis, and risk assessment
• Real property portfolio planning and management
• Asset management
• Leasing, acquisition, and disposal
• Produce financial reports/statements
• Develop business cases and operating forecast plans (proformas) to support and recommend cost benefits of real property projects and new or renewed leases

Stream 1 only
EX2. Experience evaluating and analyzing a variety of financial results and indicators such as capital and operating expenditures, depreciation, proposals, investment opportunities, rate of return, operating records, financial statements.

Stream 2 only
EX3. Experience drafting, reviewing and negotiating real estate contracts, legal documents and agreements.

Stream 3 only
EX4. Experience in planning and developing strategies or projects in field such as real property, information technology and manufacturing.

Post-secondary education in real estate field, or accreditation with recognized real estate organizations such as: Appraisal Institute of Canada (AIC), Ontario Real Estate Association (OREA), Real Estate Council of Ontario (RECO), Real Estate Institute of Canada (REIC);Professional financial designation (CPA, CFA, MBA or in progress).

AE1- Experience creating and maintaining financial models and analysis for real estate development projects and other strategic initiatives that support decision making;
AE2 - Experience with contracting and procuring external services
AE3 -Experience in developing presentations and dashboards for Management
AE4 - Experience leading projects in the field of real property services, accommodations services, environmental management/protection, assets management or occupational health and safety.
AE5 - Experience in leading a large and diverse real property project/program in a decentralized department.
AE6 - Experience in developing and implementing strategies, policies, processes and standards in the field of Real Property, capital planning, environmental management, occupational health and safety, sustainable development or investment analysis.
AE7 - Experience in consulting, negotiating and managing complex projects involving internal or external stakeholders with competing interests.
AE8 - Experience in the development, planning and delivery of major capital projects.
AE9 - Experience in project management, design management, contracting processes or portfolio management related to real property projects.
