Reporting directly to the Deputy Minister of Indigenous Services Canada (ISC), the Ombuds is accountable for providing national leadership for the establishment and ongoing development, implementation and delivery of Ombuds Services across ISC to facilitate the resolution of work-related issues and concerns by providing all employees with a confidential, impartial and informal resource in an independent manner; providing executive leadership for the development and implementation of integrated services supporting the “raison d'être” of the Ombuds; promoting the department's commitment for the improvement of people management in ensuring a work environment that encourages fairness, productivity, safety, inclusiveness where systemic issues are being addressed by senior management; and building departmental capacity and managing effective relations with external, i.e., Canadian Forum of Ombudsman, academic, and internal organizations on related issues.

EDUCATION
►Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

EXPERIENCE
►Significant* experience in managing Ombuds services, which can also include some of the following functions:
• Informal Conflict Management Services (ICMS);
• Values and Ethics; or
• Providing counselling or coaching services.
►Significant* experience in leading change management activities.
►Experience in leading reviews related to a wide range of complex** files or issues and in providing recommendations for resolution.
►Experience in providing strategic advice, recommendations and briefings, including presentations and written reports to senior management.
►Experience in establishing and maintaining collaborative working relationships with a broad range of clients and stakeholders (such as but not limited to other government departments or bargaining agents).
►Experience in managing human*** resources.
NOTES:
*Significant experience is defined as the depth and breadth of the experience normally acquired over a period of three (3) years.
**Complex is defined as having some of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having major impact on the public service, or having a potential for significant media coverage.
***Human resources management: Applicants must clearly demonstrate that they have managed human resources and were responsible for a team for a period of at least three (3) years. Some examples of managing human resources may include: assigning work, establishing performance objectives, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of employees they supervised.
EDUCATION
►Certificate in Dispute Resolution and/or mediation.
►Ombuds services training.
►Training in delivering coaching services.
EXPERIENCE
►Experience in managing financial**** resources.
►Experience in delivering coaching services.
►Experience in managing and promoting a departmental wide program.
NOTES :
****Financial resources management: Applicants must clearly demonstrate that they have managed financial resources and were accountable for a budget for a period of at least two (2) years. Some examples of managing financial resources may include full delegation for a budget, forecasting, planning, reporting and budget allocation, etc. Applicants must also indicate the size of the budget they managed.
