Duties

The External Relations and Strategic Policy Sector is responsible for the legislative and policy frameworks that promote high-quality federal impact assessments. The Sector develops and maintains regulatory, policy and guidance instruments that support compliance with the Impact Assessment Act (IAA) and its predecessor legislation, Canadian Environmental Assessment Act, 2012 (CEAA 2012) and also supports continuous improvement in the conduct of impact assessments. The Sector also plays a lead role in shaping the future of federal impact assessment, by building relationships and partnerships, acting as a center of expertise for the Government of Canada, and monitoring developments in the practice of impact assessment around the world.

This is achieved by tracking and analyzing emerging issues and trends in impact assessment and integrating effective innovations into policy development; establishing policies, procedures, and criteria for the conduct of federal impact assessments; promoting cooperation and coordinated action between the federal government and other jurisdictions; promoting communication and cooperation with Aboriginal peoples; conducting targeted research and advisory processes; supporting and developing instruments and training.

The intent of this appointment process is to staff various one or more EC-05 positions . A pool of partially qualified candidates may be established through this process to staff identical or similar positions (such as Indeterminate, Assignments, Secondments, Specific Periods and Acting Assignments with various languages profiles such as Bilingual BBB/BBB, CBC/CBC, English Essential) at Impact Assessment Agency of Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Specialization is deemed to be two (2) full** (or four (4) half**) courses
in either one of the specialized areas: Economics OR Sociology OR Statistics.

**Note: a half course is defined as a course that has a duration of one semester and a full course is defined as a course that has a duration of a full academic year.

DEGREE EQUIVALENCY

Degree equivalency

EXPERIENCE:
EX1 - Significant experience* providing strategic policy or planning advice and recommendations to senior management** in the form of reports, presentations, correspondence or briefing notes.

EX2 - Significant experience* analyzing and synthesizing information from multiple sources to support decision making related to law, policy or program development or implementation.

EX3 - Significant experience* engaging or collaborating with various stakeholders.

*Significant experience is defined as a range of activities that are part of the candidate’s primary responsibilities usually acquired over a period of two (2) years cumulative. Examples citing academic coursework or undergraduate degree requirements will not be accepted.

**Senior Management is defined as Director level or above.

Conditions of employment

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
