Are you interested in issues related to transparency, responsible business conduct, or the governance of natural resources in Canada and abroad? The Extractive Sector Transparency unit at Natural Resources Canada is looking for innovative and adaptable individuals who enjoy and embrace challenges to join our Research, Legislation and Analytics team.
We lead the implementation of the Extractive Sector Transparency Measures Act (ESTMA), oversee Canada’s support of the Extractive Industries Transparency Initiative (EITI), and provide subject matter expertise on other responsible resource management-related files within the Government of Canada.
Amongst other things, the Research and Legislation Analyst will (1) provide expert advice and input on the ESTMA and other relevant legislations, (2) conduct compliance reviews and audits (desk and potentially site audits) of companies that are subject to the ESTMA, (3) conduct research and analyses of extractive company financial reports and international socio-economic data to establish compliance risk criteria, and (4) provide technical and legislative expertise on other responsible resource development initiatives (e.g., the Extractive Industries Transparency Initiative).

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE
In order to be considered for the position, candidates must clearly demonstrate (with concrete examples) how they meet each essential criteria, including how they meet the “significant” and/or “recent” qualifiers, where applicable.
Significant* is defined as the depth, breadth and complexity of experience normally acquired performing duties in a similar role for a period of at least three
years.
Recent** experience is defined as within the last five (5) years.
E1 – Significant and recent experience in interpreting or applying legislation or regulations.
E2 – Significant experience in the research and analysis of internal and external information, and making recommendations to management based on findings.
E3 – Experience in dealing directly with various stakeholders, such as private companies, provincial governments, international governments, academic institutions and/or non-government organizations.
E4 – Significant and recent experience in preparation of reports, presentation decks and/or briefing notes.
