The PSC, under the leadership of its Chief Data Officer, is instilling a data-driven culture in the organization. The PSC produces analytical research and statistical information on hiring and staffing in the public service to drive evidence-based decision making.
We are looking for three dynamic individuals to fill the roles of Analyst. The chosen analysts will be responsible to perform various duties such as those described below.
Survey and analysis stream:
• Conduct the biennial Staffing and Non-Partisanship Survey evaluating the staffing system of the federal public service. For more information on the survey see the Staffing and Non-Partisanship Survey webpage on Canada.ca.
• Contribute to the design of surveys and determining population samples.
• Write analytical documents for publication and presentation of results to executive stakeholders.
• Conduct targeted surveys to respond to critical needs or address gaps in administrative data sources.
Data systems stream:
• Build and maintain code to process and integrate raw data from various sources.
• Transform data into aggregated datasets fit for use by data analysts and BI developers.
• Collaborate with data analysts across the directorate by gathering requirements and evaluating product fit.
• Contribute to development of processes that transform business rules and requirements into code.
• Ensure that the PSC’s data pipeline serves client and customer needs.

To staff three (3) EC-04 positions with different language profiles, French or English essential, BBB/BBB and CBB/CBB language profile.
A pool of qualified candidates may be established and could also be used to staff similar positions with various tenures (acting, assignment, deployment, indeterminate, secondment, specified period) and various linguistic profiles within the PSC. The pool may also be used by other federal organizations subject to PSC’s agreement. EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Note:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
Recent experience with statistical software or programming language used to interact with data (R, Python, Julia, SAS, SQL, Scala, etc.) to conduct analysis on large or complex** datasets.
Survey and Analysis stream:
Recent* experience in designing, conducting, and analyzing surveys.
Recent* experience in contributing to the production of complex** analytical documents for publication.
Data systems stream:
Recent* experience in processing, cleaning or transforming raw data for use by analysts or end users.
Recent* experience in developing processes to clean data (e.g. edit and imputation) or link data (e.g. exact matching without a key) to produce data files, and assessing the impact of processing on data quality.
*Recent experience is usually defined as experience acquired in the last five (5) years.
**Complex includes items that could refer to: having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, having potential risks to the department, etc.

EDUCATION:
Graduate degree in a related field.
EXPERIENCE:
Experience applying statistical methods in survey design and analysis.
Experience applying methods from operations research or dynamical systems to data issues.
Experience translating business rules into code.
Experience collaborating and consulting with stakeholders on data-related issues.
Experience in briefing senior audiences (director or above) on complex issues in writing.

The competencies will be assessed through an interview and a reference check. Interviews for the position available immediately will take place in January.
Pass marks will be established for each competency. However, achieving the pass mark is not a guarantee of an appointment or that candidates will advance to the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step of the process.
Written communication will be assessed using the candidate's application, which includes the résumé and answers to all screening questions.
