Duties

Energy Information Business Unit monitors energy markets and assesses Canadian energy requirements and trends to support CER’s regulatory responsibilities. As part of the CER’s market monitoring, Energy Information produces publications on energy markets, supply, demand, and infrastructure. Reporting to the Vice President, Energy Information, the Director, Energy Markets leads and helps shape the CER’s Energy Systems Information and Pipeline Information programs.

The Director is accountable for the success of their team and for the performance of each individual on the team. The Director ensures that their team is aligned with and advancing the CER’s strategic priorities. The Director provides strategic policy, communications, engagement, governance, and issues management advice and recommendations to senior management, the CEO, the Commission, and the Board of Directors. The Director ensures that internal quality measures are met.

The Director manages financial resources effectively and in accordance with their delegated authority to accomplish results and manages the human resources activities for their team including recruitment, development, managing team schedules and workload priorities, and external contracts. The Director achieves team excellence through communicating, measuring and discussing team and individual performance expectations, personal coaching, encouraging team cohesion, fostering team development and morale, and building partnerships with other teams across the CER.

The Director thrives in a high-paced environment and is adaptable to changing priorities. The Director facilitates processes, solves problems, recommends changes in policy and approaches affecting how work is done, and continuously seeks potential improvements.

The Director may act for the Vice President in their absence.

The specific duties of the position include but are not limited to:
- Leading the development and implementation of the Pipeline Information Program 3-year strategic and operational plan;
- Leading the business planning and implementation of large Energy Information publications (e.g. Provincial and Territorial Profiles; Canadian Pipeline Transportation System) -further information about Energy Markets publications can be found on the CER website CER – Energy markets (cer-rec.gc.ca);
- Leading engagement and developing partnerships with our federal partners (e.g. NRCan, ECCC, StatsCan, etc.), provinces and territories, NGOs, indigenous partners, industry and other parties;
- Planning and executing complex projects and initiatives, completing analysis of energy issues, establishing internal and external strategic relationships, developing strategy(ies) to accomplish goals and objectives, and providing expert information and analysis to internal and external stakeholders of the CER;
- A high degree of perspective, judgment, diplomacy and negotiation skills are required in this position.

Information on employment equity

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-12 position is similar to an EX-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2021 NEB-12, $120,113 - $146,139

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis depending on work location
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
