The PSC, under the leadership of its Chief Data Officer, is instilling a data-driven culture in the organization. The PSC produces analytical research and statistical information on hiring and staffing in the public service to drive evidence-based decision making.
We are looking for three dynamic individuals to fill the roles of Principal Analyst and Supervisors. The chosen analysts will be responsible to perform various duties such as those described below.
Survey and analysis stream:
• Conduct the biennial Staffing and Non-Partisanship Survey evaluating the staffing system of the federal public service. For more information on the survey see the Staffing and Non-Partisanship Survey webpage on Canada.ca.
• Lead the design of surveys and determining population samples.
• Writing analytical documents for publication and presentation of results to executive stakeholders.
• Conducting targeted surveys to respond to critical needs or address gaps in administrative data sources.
Data Systems stream:
• Link various raw data sources (administrative data) and improve linkage processes for the creation of analytical data files.
• Build pipelines that process and transform raw data from various sources and that control the quality of processed data.
• Evaluate various methods for releasing microdata and tables to the public without disclosing sensitive information (e.g., synthetic data, differential privacy).
• Research imputation methods and their impact on estimates.

As a result of the global pandemic, PSC employees are currently working from home. To staff three (3) EC-06 positions with BBB/BBB and CBC/CBC language profiles; two (2) supervisor positions (CBC/CBC) and one (1) principal analyst (BBB/BBB).
A pool of qualified candidates could be established and could also be used to staff similar positions with various tenures (acting, assignment, deployment, indeterminate, secondment, specified period) and various linguistic profiles within the PSC. The pool may also be used by other federal organizations subject to PSC’s agreement. EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Note:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE
For all positions:
EX1: Recent* and significant** experience in transforming raw data into ready-to-use format for analysis using a statistical software (e.g., R, Python, Julia, SAS, etc.)
EX2: Recent* and significant** experience in analyzing large data sources using a statistical software (e.g., R, Python, Julia, SAS, etc.) to solve research, survey or data analysis challenges.
EX3: Experience collaborating and consulting with a broad range of stakeholders on complex*** issues
EX4: Required for Supervisor position:
Experience supervising staff or coordinating projects, including assigning work, determining priorities, and monitoring project progress
*Recent experience is usually defined as experience acquired in the last five (5) years.
**Significant experience is usually defined as the depth and breadth of experience normally acquired through the full-time performance of the activities related to a position for a period of at least twenty-four (24) months.
***Complex includes items that could refer to: having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, having potential risks to the department, etc.

ASSET EDUCATION
AED1 - Graduate degree in a related field.
ASSET EXPERIENCE
AEX1 - Experience in applying advanced statistical methods in survey design and analysis.
AEX2 - Experience in using methods from operations research, system dynamics or dynamical systems to solve complex data problems.
AEX3 - Experience consulting and collaborating with a wide range of partners on complex or multidimensional data issues.
AEX4 - Experience in briefing senior management (director or superior) in writing on complex issues.

The competencies will be assessed through an interview and a reference check. Interviews for the position available immediately will take place in December 2021.
Pass marks will be established for each competency. However, achieving the pass mark is not a guarantee of an appointment or that candidates will advance to the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step of the process.
Written communication will be assessed using the candidate's application, which includes the résumé and answers to all screening questions.

On October 6, 2021, the Government of Canada announced details* of its plans to require vaccination across the federal public service. As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police,** federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
