On October 6, 2021, the Government of Canada announced its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment. Accommodation requests will be assessed on a case-by-case basis and will be limited to employees who are unable to be vaccinated due to a certified medical contraindication, religion or any other prohibited ground of discrimination as defined in the Canadian Human Rights Act (CHRA).

Stream 1: Policy Analyst – Foresight projects
Reporting to the Manager of Social Foresight, the Policy Analyst – Foresight Projects will work closely with the Social Foresight team to undertake research and do foresight so that the team can prepare projects and material for internal and public consumption.
Some key duties include:
• Conducting foresight to develop reports, support projects, and support policy analysis and planning.
• Interpreting and synthesizing data or information.
• Scanning and researching potential changes, disruptions, and shifts.
• Undertaking interviews and conversations with experts.
• Working with stakeholders while building and managing networks.
Stream 2: Policy Analyst – Foresight outreach
Reporting to the Manager of Outreach, the Policy Analyst will work closely with the Outreach and Engagement team to promote and support the use of foresight in decision-making across the Government of Canada. Some key duties include:
• Conducting foresight to support policy analysis and planning.
• Planning and designing workshops, events and partnerships with federal departments, agencies and crown corporations.
• Facilitating events and workshops.
• Supporting training and learning activities.
• Establishing and maintaining collaborative relationships with partners and stakeholders.
Policy Horizons Canada is a federal government organization that conducts foresight. Our mandate is to help the Government of Canada develop future-oriented policy and programs that are robust and resilient in the face of disruptive change. We do this by analyzing the emerging policy landscape and the challenges and opportunities that lie ahead. We engage public servants and citizens in conversations about forward-looking research to inform their understanding and decision making. And we build foresight literacy and capacity in the public service. Our main goal is to raise awareness of the value of foresight.
Our mandate is government-wide, and we are governed by a Deputy Minister Steering Committee that includes Deputy Ministers from a range of federal departments.

EDUCATION

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
*Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE
Stream 1 (Foresight Projects) and Stream 2 (Foresight Outreach):
• Experience with ONE or both of the following: Foresight methods and/or Government policy and planning processes
Stream 1 (Foresight Projects):
• Significant* experience in developing research projects.
• Significant* experience in writing and synthesis of inter-disciplinary research.
• Experience in conducting conversations on complex matters** with ONE or more of the following: Policy leaders, and/or stakeholders
Stream 2 (Foresight Outreach):
• Significant* experience in the planning, design, and facilitation of one or more of the following: events, workshops or training programs.
• Significant* experience in establishing and maintaining collaboration with partners/stakeholders.
*Significant experience is defined as at least 12 months of cumulative work experience.
**Complex matters is defined as the depth and breadth of activities involving multiple issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility and/or political sensitivity, having a major impact on the department, government, and/or the public.

EVALUATION

We may assess the essential and asset qualifications using interviews, Online Exams, references or a combination of these or other methods.
Please note that asset qualifications, top-down and/or random selection and a cut-off score may be used to identify which applications will be given further consideration.
Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

Presently, the official location (designated workplace*) of the positons to be staffed is 360 Albert Street (Ottawa) in the National Capital Region (NCR). However, due to the COVID-19 pandemic, Policy Horizons employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC location or from an employee’s residence located in Canada. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.
