Assessment accommodation

On October 6, 2021, the Government of Canada announced its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment. Description of Job Opportunity

The Indigenous Early Learning and Child Care (IELCC) Secretariat is looking for dynamic individuals who are passionate about Indigenous issues, love to collaborate with people and are excited by the opportunity to contribute to cultural and systemic change! We also strongly encourage Indigenous employees to apply. We offer a work environment that strives for excellence and is enriched by diversity. Several of our staff already work remotely from different parts of Canada – an arrangement that we plan to continue on an ongoing basis. Our days are fast-paced and full of surprises, but we make time to have fun at work and recognize that everyone has a life they need to get to outside of the office.

Our employees support First Nation, Inuit and Métis IELCC Partnership Tables jointly managed with the Government of Canada. In carrying out these responsibilities, our team works closely with three federal partner departments. We have a very active policy, data and research agenda that is expanding to support key government priorities relating to the establishment of a Canada-wide Early Learning Child Care system. In this regard, Budget 2021 recently made a historic announcement of $2.5 billion over 5 years for Indigenous ELCC!

Our program management team is also growing to ensure support for our legacy programs, management of funding envelopes for First Nations, Métis and Inuit, processes for various calls for proposals and the co-development of an evaluation with Indigenous partners as well as the co-development of distinctions-based results frameworks to track progress against shared objectives.

Intent of the process

A pool of qualified candidates will be established and may be used to staff similar positions within Employment and Social Development across Canada with various position titles and security requirements on a casual, term or indeterminate basis.

EDUCATION

Graduation with a degree from a recognized university with acceptable specialization in Economics, Sociology or Statistics.

NOTE
Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and experience.

EXPERIENCE

Experience in developing and providing policy advice to senior management (director or above) on complex* policy or program files.

**Significant experience researching, analyzing, synthesizing, complex information [for example: statistical surveys, research reports, planning documents, Cabinet and Treasury Board submissions, briefing notes or presentations to senior management (director or above)].

Experience in representing an organization during external engagements, consultations or negotiations of agreements.

Experience in developing and maintaining collaborative working relationships with multiple internal partners and/or stakeholders within her/his/their department or agency.

Experience in the management of human resources and/or leading project teams.


*Complex: is defined as having one or more of the following characteristics: horizontal, cross-cutting, involving multiple players; sensitive in nature; with competing interests; requiring considerations and management of risk.

**Significant: to be evaluated against depth and breadth of activities and the complexity and diversity of handled files over the minimum period of 2 years.

ASSET QUALIFICATIONS

EXPERIENCE

Experience in designing and/or delivering policies and programs that advance Indigenous reconciliation.

Experience in engaging, consulting, co-developing and/or negotiating with Indigenous governments and/or Indigenous organizations.

Experience in supporting and/or leading performance management, evaluation and/or financial management initiatives.

Experience developing qualitative and quantitative analysis to support Cabinet and Budget submissions, including developing costing or funding allocation models.

KNOWLEDGE

Knowledge of priority issues as identified by Indigenous governments and institutions.
