Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters. The Canadian Coast Guard, a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways.

The immediate need is to staff 1 position. A pool of partially qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, as well as various security clearances within Fisheries and Oceans Canada (DFO).

EDUCATION:
A secondary school diploma or an acceptable combination of education, training and/or experience in a field relevant to the position
EXPERIENCE:
Recent* and significant** experience budgeting, forecasting and consolidating financial data for senior management**** decision making
Experience interpreting policy and providing guidance on financial methods and procedures.
Recent* and significant** experience in using MS Excel or similar tools, at an intermediate level***, in order to analyze information and prepare reports or charts
Experience in maintaining consultation networks and liaising with external stakeholders on financial matters
Experience in retrieving data from automated data or an Enterprise Resource Planning System (such as SAP or Oracle)
Experience in preparing and editing briefing notes or financial reports for senior management****
* Recent experience is defined as within the previous five (5) years
** Significant experience is defined as: relevant experience normally acquired through the full time performance of functions over a period of two (2) years at the AS-02 level or above (or equivalent). This includes the complexity and variety of duties as well as the candidate's level of autonomy while performing functions
*** Intermediate level is defined as being able to use complex functions such as, but not limited to, creating a pivot table, filtering data, creating charts, and data validation
**** Senior Management is defined as the Director level or above (or private sector equivalent)
EDUCATION:
A degree from a recognized university
EXPERIENCE:
Experience with cost recovery in the Federal Government
Experience in Procurement for IT goods or services
Experience in performing a variety of activities for the preparation of multi-year investment plans, including strategic and financial, and project prioritization
Significant** experience in financial management including both operating and capital fiscal planning cycles
Experience in providing HR management services
Bilingual - Imperative (CBC/CBC)

KNOWLEDGE:
Knowledge of Government of Canada’s Financial Management Framework
Knowledge of the Financial Administration Act
