On October 6, 2021, the Government of Canada announced its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment. Duties

The myEMS (SAP) Center of Expertise is responsible for the maintenance of all financial management systems within the department. It is a solution-oriented area, which requires logical-thinking individuals, who are familiar working with business processes, technical releases and system stakeholders. It is a dynamic, exciting and professional environment in which to work.
The department’s financial management system is SAP, which was implemented in 2014 and enhanced in 2021. The landscape is modern and complex and the functionalities/modules implemented are extensive.
The financial management system is used throughout the department. All employees (approximately 30,000 within the organisation) use the solution for employee self-serve and manager self-service operations. In addition, the system has over 10,500 advanced users who use the system on a regular basis to perform their work activities.
The myEMS(SAP) COE has a strong track record of delivering successful, large scale transformational projects within the department and the Government of Canada. A major contributor to theses projects success is the experience and long tenured employees in the directorate as well as subject mater expert consultants in various fields.

The Project Manager within the COE will:
1. Act as the primary project manager for all major system enhancement projects. Major project are often defined as having a project budget that exceed 5 million with a duration of more then 2 years. The core project team is often comprised of more then 100 functional and IT resources.
2. Responsible for the daily operations of the Project Management Office.
3. Responsible for ensuring that all projects meet the departments Stage Gating process requirements, and deliverables.
4. Ensure strong project management standards, procedures; controls are in place to adequately support projects.
5. Promote within the COE the importance of a rigorous project management discipline.
6. Collaborate and integrate with other support teams such as Organizational Change Management (OCM), the Training and Communications teams.
7. Provide project management guidance and support to COE senior management
8. Consult all project stakeholders across the department in order to successfully implement the projects.
9. Participate in Annual and Release Planning activities.

Intent of the process

A pool of partially qualified candidates may be established and may be used to staff similar positions within Employment and Social Development Canada with various position titles and security requirements.

Presently, the official location (designated workplace*) of the positons to be staffed is Place du Portage – Phase IV in the National Capital Region (NCR). However, due to the COVID-19 pandemic, The Chief Financial Officer Branch (CFOB) employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or from an employee’s residence located in Canada. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

* Designated workplace: location of work or business address where the employee would work if a telework, hoteling or remote working arrangement was not in place.

Degree equivalency

EX1 - Recent* and significant** experience as the lead Project Manager in a complex large scale project***

EX2 - Recent* and significant** experience working on a systems implementation projects

EX3 - Recent* and significant** experience in developing and maintaining client relationships.

EX4 - Recent* and significant** experience in human and financial resource management.

NOTE:

* Recent is understood to be within the last five (5) years.

** Significant is understood to mean the depth and breadth of experience normally acquired over a period of two (2) years and for which these tasks are performed on an on-going basis as part of the main duties of the position.

*** A complex and large scale project is defined as a project with a project budget greater than 1 million, with a project duration greater than 12 months and including at least two (2) of the following characteristics:
- Involvement of many stakeholders across multiple sectors and/or organizations
- High level of risk and complexity
- Project team greater than 25 people
- Impacts more then 1000 end users
- Yielded a potential for significant media coverage.

PMI Agile Certified Practitioner (PMI-ACP)
Prince2 Practitioner

Degree equivalency

AEX1 - Experience in planning, directing and managing Enterprise Resource Planning (ERP) projects such as SAP.
AEX2 - Experience leading a Project Management Office (PMO).
AEX3 - Experience using Microsoft Project
AEX4 - Experience in Release and Deployment activities in an operational systems support environment.
