Intent of the process

The Pension Excellence Sector of the Receiver General and Pension Branch of Public Service and Procurement Canada is looking to staff various EC-04 and EC-05 positions.

This process could also be used to staff similar positions within the Public Service.

Employees of the federal public service may be considered for deployments, assignments, secondments or actings.

There are two streams to this process. It is important that you clearly indicate which stream you are applying for.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Common to 𝗔𝗟𝗟 𝗦𝗧𝗥𝗘𝗔𝗠𝗦 𝗔𝗡𝗗 𝗟𝗘𝗩𝗘𝗟𝗦

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree*. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree* program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

* The term “degree” refers to a baccalaureate as established by educational authorities.

ESSENTIAL EXPERIENCE
Common to 𝗔𝗟𝗟 𝗦𝗧𝗥𝗘𝗔𝗠𝗦 𝗔𝗡𝗗 𝗟𝗘𝗩𝗘𝗟𝗦

【1】Significant* experience in conducting research and analysis including legislative and/or policy interpretation.

【2】Experience providing policy advice and recommendations, orally or in writing (i.e. briefing documents, scans, position papers, reports, speaking notes, presentations) to senior executives (Directors and above).

【3】Experience engaging with stakeholders (i.e. other federal government departments, provincial or local governments, non-governmental, public or private sector organizations) on policy-related issues.

*Significant experience is defined as experience acquired through the performance of relevant duties for a period of 2 years or more.

ESSENTIAL EXPERIENCE
𝗦𝗧𝗥𝗘𝗔𝗠 𝟮 – EC-05 Policy Analyst

【1】Experience in leading the research and analysis of **complex policy or program issues, and providing strategic/expert advice or recommendations to senior executives (Directors and above).

【2】Experience in coordinating or managing projects or programs.

【3】Experience in writing **complex and diverse documents for Management such as briefing notes, project proposal submissions, and position papers, etc.

Complex** is defined as diverse, multi-dimensional, multi-stakeholder or inter-related policy issues.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=32694), federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status.
