Intent of the process

The immediate need is to staff 1 indeterminate position in the field of Security at BBB/BBB bilingual imperative level.

A pool of fully or partially qualified candidates may be established to staff positions at the same group and level or equivalent within Elections Canada with various tenures (indeterminate, various specified periods).

EDUCATION:

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management, project management or another specialty relevant to the position to be staffed.

Or

At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.


Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCE:

Recent* and significant** experience in one or more of the following IT/IM disciplines:

• Infrastructure/Operations
• Application Development, Database and Data Administration
• Enterprise Architecture
• IT project management
• Security

Recent* and significant** experience in analysing and documenting client requirements and recommending solutions and in implementing IT solutions to achieve the objectives of the client or management.

Recent* experience in leading and /or facilitating groups in the planning and development of IT solutions.

Recent* and significant** experience in writing and presenting materials for a senior audience (manager, director or above).

*Recent experience is defined as experience that was acquired within the last five years.
**Significant experience is defined as experience that was a core part of the applicant’s employment and that would normally be acquired over a period of three years or more by performing the full range of activities noted.

Recent* experience in developing with the ArcGIS platform.
Recent* and significant** experience working with cyber security tools such as but not limited to firewalls, proxy systems, Intrusion Detection and/or Prevention Systems, Security Information and Event Management platforms, Virtual Private Network appliances or any other advanced security platforms (must describe how the tool/system relates to the field of cyber security).
Recent* and significant** experience in the ongoing configuration, support and/or administration of relational databases.
Recent* and significant** experience implementing solution for network infrastructure, telecommunication infrastructure or architecture.
Recent* experience in telephony and contact centre technologies including Interactive Voice Response (IVR), Voice Recognition System (VRS), Automated Call Distribution (ACD), and /or Voice over IP (VoIP).

ASSET KNOWLEDGE:

Knowledge of cloud technologies and best practices.
Knowledge of project management principles and techniques.
Knowledge of Microsoft COTS products.
