Duties

What differentiates the PE-02 and PE-03 roles is the level of autonomy and breadth/complexity of experience of the labour relations advisor.

The Labour Relations Advisor provides operational level advice and guidance to management in key labour relations activities such as (but not limited to) grievances, workplace accommodations, misconduct and unsatisfactory performance. Shared Services Canada's Labour Relations Operations Team provides service through four (4) teams, each team dedicated to providing services to a specific set of clients within the organization. The majority of services within each team are delivered remotely, which means that regardless of the location of the Labour Relations Advisor/Team Leader, their clients can be located anywhere across Canada.

STREAM 1: PE-02 Human Resources Advisor - Developmental ($71,643 to $79,519) 
STREAM 2: PE-03 Human Resources Specialist Advisor ($80,336 to $89,295)

Intent of the process

The immediate intent of this process is to staff one (1) bilingual imperative BBB/BBB position at the PE-02 level and one (1) bilingual imperative CBC/CBC position at the PE-03 level on an indeterminate basis.

A pool of partially/fully qualified candidates may be established and may be used to staff similar positions with various tenures and various locations within Shared services Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EX1. Experience in researching and analyzing legislation, case law and policy aimed at addressing labour relations issues.

* "Recent" experience is defined as having been acquired within the last five years.
** "Significant" experience is defined as the depth and breadth of experience normally associated with the performance of the duties for at least a period of two (2) years.
*** "Complex" is defined as including at least two (2) of the following types of files:
- Performance management
- Workplace accommodation measures
- Discipline management (suspension without pay, demotion or dismissal)
- Dismissal other than for disciplinary reason
- Grievances and/or complaints
- Administrative investigations

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
