Duties

The incumbents will be a part of the Energy Services Acquisition Program (ESAP) team. ESAP is a high departmental priority and seeks to modernize the District Energy System (DES) that heats and cools federal and non-federal buildings in the National Capital Area. The program aims to accelerate federal infrastructure investment and reduce the carbon footprint of federal buildings. This will be achieved by improving the overall efficiency and cost-effectiveness of the services being supplied, thereby making a tangible contribution to the greening of government operations. Specifically, ESAP will directly contribute to the Government’s agenda to advance the green agenda for federal real property and infrastructure assets by integrating sustainable development, the use of clean energy, energy reduction, and greenhouse gas reduction into the decision-making, planning and delivery of real property projects.

Stream 1 – Project Director - Energy Services Modernization Project (ESMP)

The position manages up to 20 employees and consultants and reports directly to the Senior Director, Energy Service Acquisition Program (ESAP). The direct staff reports include: six (6) Senior Project Managers/Planner (ENG & EC levels) and an Administrative Officer. The consultant community provides a variety of subject matter expertise on a full or part time basis. The Project Director will be expected to come up to speed quickly on the status of the project and the Private-Public-Partnership Contract including partner performance and report on project progress through PSPC’s ADM level Advisory Committee pertaining to schedule, scope, cost and risk. In addition, the candidate will fill vacancies within the team, establish effective working relationships within a broad network of partners and stakeholders and provide the strategic and operational leadership to implement a viable long-term solution for the management and operation of PSPC’s District Energy System within the National Capital Area. This includes assuring reliability and security of energy supply, achieve improved energy efficiency and environmental performance, and best value-for-money to the Crown

Stream 2 – Project Director - District Energy Systems (DES)

The position manages up to 20 employees and consultants and reports directly to the Senior Director, Energy Services Acquisition Program (ESAP). The direct staff reports include: a Senior Engineer - ESAP Stage 2 – Deeper Greening Project (vacant), a Senior Engineer - Greenhouse Gas Emissions (vacant), a Senior Engineer - Smart Energy Program, a Project Manager and an Administration Officer. The consultant community provides a variety of subject matter expertise on a full or part time basis. The new Project Director will be expected to fill vacancies within the team, complete project planning and secure funding, establish effective working relationships within a broad network of partners and stakeholders, and contribute to achieving the Government of Canada’s environmental commitments and targets.

ADDITIONAL INFORMATION - ESAP Project Stages and Detailed duties of the Project Director positions:

▹ There are three (3) stages in the ESAP project:

1) UBCP – User Building Conversion Plan (2020 – 2025)

The UBCP involves making modifications to the heating and cooling systems in 61 buildings connected to the district energy system. This includes replacing and/or updating the current internal building systems to prepare for the new heating and cooling technology. Work will involve the design and installation of energy transfer stations, piping, building systems and controls and asbestos removal. This Program of Projects is valued at $393M and encompasses a wide range of assets (i.e. heritage assets, OGD and Crown Corporation assets) and activities such as design, construction, commissioning, contract management, stakeholder engagement and risk management, all supported by a robust governance structure. The portfolios are at various stages of design, construction and completion and includes conversion works for the following Portfolios: Cliff Portfolio, Confederation Heights; Tunney’s Pasture; BGIS Portfolio (RP1/RP2 assets) and Cliff-SPIB Portfolio (Parliamentary Precinct). The UBCP team includes 66 positions which are a mix of FTE’s (60%) and consultants.

2) ESM - Energy Services Modernization Project (2019 – 2026 plus ongoing O&M to 2055)

The ESM project is modernizing the main heating and cooling plants in the Ottawa-Gatineau region and seeks to improve environmental performance by introducing new technologies. The project valued at $2.6B will be delivered as a public-private partnership with Innovate Energy to replace the current infrastructure and to operate and maintain the system over a 35-year period. Overall, ESAP will improve environmental performance of the system serving the buildings connected to the district energy system by significantly reducing GHG emissions, improve the efficiency and reliability of the system and will leverage the private sector’s innovation, capacity, and expertise.

3) DES - Deeper Greening of the District Energy System (2019 – 2029)

This phase of ESAP will eliminate all remaining greenhouse gas (GHG) emissions from the modernized NCR district energy system (DES) and expand to additional federal and non-federal buildings. The first stage of this undertaking is estimated to cost $875m. This will include adopting Smart Building technology, carbon-neutral energy sources and expansion of the existing DES and development of new governance and the appropriate rate structure. The project components include: 1) a Modernized Gatineau Energy Centre to be constructed at the site of the National Printing Bureau (funds approval stage), 2) the Distribution Network Expansion to the Gatineau downtown from the above Energy Centre (funds approval stage), and the Geo-exchange systems (pre-planning stage) to be located in Gatineau and Ottawa to provide additional heating capacity. With project approval, the project will be implemented in stages using three separate design-build contracts and will be completed by 2029.

This process seeks to staff Project Directors for the 2nd and 3rd stages mentioned above.


▹ Stream 1 – ESAP – Energy Services Modernization Project (ESMP). Specific activities include:

Manages the overall project management of the ESMP and provides oversight of the Public Private Partnership (P3) Project Agreement as the Project Authority.

Oversees the establishment and implementation of the project management framework and plans, the Risk Management Framework and Plan, the development of contingency plans, monitoring, performance measurement, and reporting.

Directs a comprehensive range of reviews and studies to addresses a complex range of engineering, technological, policy, regulatory, security and risk aspects.

Provides the leadership, in collaboration with PSPC’s Director of Acquisitions, over the Private Partner long-term contract

Oversees the conduct and performance of the Private Partner related to design, construction, operation and maintenance activities of the energy plant and associated distribution network.

Directs the development of HR strategies to address the needed resources to ensure the successful transition to the Private Partner and to ensure the Program of Work is appropriately staffed.

Manages all aspects of the process to effect the transition from existing PSPC internal operations to the external service provider to ensure the seamless transition of service delivery.

Establishes the strategy and mechanisms for effectively engaging and collaborating with a broad range of internal and external stakeholders and leads extensive negotiations with many of the stakeholders and prepares communication strategies and materials.

Ensures that measures are in place to provide for audit readiness and ensures that action plans are prepared to address and implement audit findings.

Stream 2 – ESAP – Deeper Greening of the District Energy System (DES) – National Centre of Expertise (NOE). Specific activities include:

Manages a team of professional and technical experts that provide advice and services related to the planning, design, construction, conservations or maintenance of engineering works on building systems, structures, equipment or processes.

Manages the work delivered by a large multi-disciplinary unit.

Provides authoritative professional, engineering advice and guidance to PSPC and other government departments, senior management, and project teams on District Energy Systems issues, and leads teams delivering technical services in support of complex or high-profile projects.

Manages, forecasts, and plans the resource requirements and budgets for the unit and its body of work; manages capacity versus demand for human resources, and allocates budgets as required to ensure continued and consistent delivery of services to meet client demand.

Establishes the objectives, business plan, work plan, and strategies for the unit. Implements measures as required to ensure the larger organization meets its objectives, priorities, and commitments, and contributes to strategic business development in that regard.

Provides leadership related to the development of policies, standards, and procedures for work performed in, or for, the department or other government departments.

Assures the quality of all work prepared by staff and ensures that work delivered to clients meets their requirements.

Directs the development and preparation of a variety of documents prepared for clients and/or senior management.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
