Evaluation and learning are priorities for the Government of Canada and Global Affairs Canada (GAC). To support this, the Director of the Evaluation Services and Learning Division is responsible to support GAC's learning and development as an organization both domestically and internationally. The candidate will support the scaling up of innovative methodologies and approaches to evolve this area for the Department. The position requires an in-depth knowledge of evaluation and learning principles, approaches, designs and methods to enable more effective consolidation and leveraging of knowledge to inform decision making, initiatives, and products. The Director also leads support for decentralized evaluations, which are led by program teams across the department, including how the findings from those evaluations can contribute to broader departmental learning.

EDUCATION
Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE
• Experience leading a team to conduct evaluations or mixed-method research.
• Significant experience* engaging with colleagues, clients and stakeholders representing diverse backgrounds and perspectives.
• Significant experience* in the development or management of organizational learning programs.
• Significant experience* in managing human resources**.
• Significant experience* in managing financial resources***.
* Significant experience is defined as experience in a managerial role (EX-01 minus 1 or industry equivalent) acquired over a period of at least 24 months, wherein the candidate performed a range of associated duties across various contexts. Candidates must have contributed to a number of initiatives or projects of differing scale that are organizational, international and/or horizontal by design, must have presented or reported to various levels of audiences including Management, Senior Executives, Industry or the Public, and must have worked with stakeholders or partners with various interests or perspectives in order demonstrate that they have acquired a sufficient depth of related experience.
** Managing human resources is defined as experience in the supervision of employees, establishment of work plans and performance objectives and assessment performance. Candidates must also specify the number and the group and level of employees they supervised.
***Financial management is defined as experience in the management of a budget for which they were directly or indirectly responsible. This experience encompasses responsibility for financial planning, forecasting and accountability. Candidates must also indicate the size of the budget they directly or indirectly managed.
ASSET IN EDUCATION
Master's degree from a recognized post-secondary institution.
ASSET EXPERIENCES
• Experience integrating behavioural science or experimentation in support of evidence-based decision making.
• Experience in conducting evaluations in line with the 2016 Treasury Board Policy on Results.
• Experience working on files or topics related to foreign affairs, international development or international trade.

• On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police (RCMP), federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
