Duties

The Evaluation Manager is responsible for:
• Researching complex programs in the Agriculture sector;
• Synthesizing and analyzing various sources of data;
• Coordinating multiple tasks with varying priorities;
• Managing varying workflow, sometimes under tight deadlines;
• Supervising and collaborating with a complex mix of stakeholders.

Work environment

The Office of Audit and Evaluation (OAE) supports the Deputy Minister by providing internal audit and evaluation services and advice, managing a secretariat for the Deputy Minister's Departmental Audit Committee, and liaising with the Office of the Auditor General and other external assurance areas.

Intent of the process

There is presently one (1) permanent position to fill with this process. The Evaluation Manager will lead evaluations of programs and initiatives of Agriculture and Agri-Food Canada.

If you don’t immediately receive a job offer, qualified candidates will also be placed in a talent pool to be used for staffing similar permanent or temporary positions in the future within Agriculture and Agri-Food Canada and other federal government departments and agencies. The skill specialization(s), work location, language profile, and security clearance requirements will vary according to the position being staffed.

Education:
• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

The term degree refers to a baccalaureate as established by educational authorities.

Degree equivalency

Experience:
• Significant and recent* experience in conducting all phases of in-house (i.e., non-contracted) evaluation or research projects (planning, conducting and reporting) related to examining the economic or sociological effects of projects, programs or policies
• Experience in communicating evaluation or research results and recommendations to management or senior officials** (e.g., briefing notes, memoranda, correspondence, summary reports, presentations, or issue papers)
• Significant and recent* experience in using qualitative and quantitative methods to conduct research and analysis

* Significant and recent is defined as the depth and breadth of experience normally acquired over a three year period within the last eight years

**Management or senior officials is defined as executive level positions such as (but not limited to) Director, Director General, Assistant Deputy Minister, Deputy Minister, Vice-President, President (or equivalent)

• Experience using advanced quantitative methods to conduct research or analysis, such as multivariate analysis including regression analysis, factor analysis or other related methods

ASSESSEMENT INFORMATION

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification.
