The intent of this process is to staff 3 indeterminate positions with a language profile bilingual imperative BBB/BBB or CBC/CBC. A pool of qualified candidates will be created to staff similar positions with various tenure and/or various linguistic profiles within Global Affairs Canada.

EDUCATION:
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics.
OR
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
ESSENTIAL EXPERIENCE FOR FI-02 AND FI-03 LEVELS:
- Significant* experience in interpreting financial policies and in providing advice and recommendations, on policies, procedures and processes governing finances to managers and clients.
- Experience in building and maintaining relationships with key stakeholders such as clients, colleagues, or other organizations such as central agencies or other government departments.
EXPERIENCE for FI-03 (only)
- Significant* experience in managing human resources.
*Significant is defined as depth and breadth of experience normally associated with the performance of full time duties for a period of approximately one (1) years.
ASSET QUALIFICATIONS:
- A recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA) or Certified General Accountant (CGA).
- Experience in analysing and interpreting financial policies related to grants and contributions.
- Knowledge of the financial management framework in the federal government including Treasury Board and/or Global Affaires Canada policies and directives.

Various assessment tools may be used such as interviews, exams, reference check, knowledge of the board members on candidate.

A random or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.
Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.
Meeting one or many of the other qualifications may be a deciding factor in appointing a particular candidate amongst the qualified candidates. Please note that one, some or all of the Asset qualifications could be used at any stage of the staffing process.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
