Duties

In this selection process, there are three (3) streams:

STREAM 1 – ACCOUNTING OPERATIONS - Supports accounting operations, including payables and receivables, and ensures financial policies are followed. Provides costing support.

STREAM 2 – FINANCIAL SYSTEMS AND CONTROLS - Supports the maintenance of the departmental financial management system. Develops reports, implements system changes and coordinates process changes. Provides training and support related to the financial system. Supports the maintenance of an effective system of internal control over financial management.

STREAM 3 – RESOURCE MANAGEMENT AND FINANCIAL REPORTING - Supervises the unit responsible for: timely financial reporting to management, timely preparation and submission of financial information to Central Agencies, providing financial management advisor support to internal clients, coordinating and monitoring resource management.

Intent of the process

This process will be used to staff one full-time English essential indeterminate position in Winnipeg, MB.

A pool of candidates may be created to staff similar positions with various linguistic profiles and tenures (indeterminate, specified term, acting, deployment, secondment). This pool may be accessible for other government departments.

EDUCATION
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group***.

*** The experience required must be related to financial management and relevant to the FI position being staffed. This experience can be acquired in the public service or through other means (e.g., private sector, volunteer work, self-employment or any other relevant experience deemed to be relevant by the hiring manager).

Degree equivalency

EXPERIENCE
• Experience in working with revolving funds.
• Experience in defining financial system requirements and testing, implementing and supporting financial system changes.
• Experience using SAP.
• Experience using advance features within Microsoft Excel such as macros, pivot tables and vlookups.
• Experience leading a team, project or task.
• Experience in supervising employees and managing performance with direct reports.
• Experience working in a finance unit in a government sector.
• Experience in preparing reports for Central Agencies, such as Annual Reference Level Update, Public Accounts, Main Estimates, Departmental Plan, and Departmental Results Report.
• Experience in working with revenues and/or user fees.
• Experience in Costing.
• Experience developing complex reports integrating data from multiple system modules or sources.

• CPA Designation must be obtained within 12 months of appointment and must be maintained up-to-date and in good standing
