Operational level advice and guidance includes key labour relations activities such as (but not limited to) grievances, workplace accommodation, misconduct, unsatisfactory performance. The Labour Relations Operations Team in DND provides service through 5 teams, each team dedicated to provision of service to a specific set of Canadian Armed Forces and DND organizations. The majority of services within each team are provided remotely, meaning that regardless of the location of the Labour Relations Officer/Team Leader, their clients could be from anywhere across Canada.
Our PE-04 Team Leads in Labour Relations would also have a background in LR. This is a leadership role and it will have the following responsibilities and opportunities:
• Leading all levels in the grievance process, as well as Federal Public Sector Labour Relations and Employment Board adjudication files and Canadian Human Rights Complaints.
• Supervising teams of 3-5 people
• Building a culture of client service and informal resolution
• Leadership training, mentors and career coaching
The Department of National Defence (DND) is a large organization with approximately 25,000 civilian employees represented by the majority of the 18 Bargaining Agents who represent public service employees employed in the Federal Public Service. Labour Relations Officers in DND provide advice and guidance to a dedicated client group on a wide area of operational issues involving employees including misconduct, performance issues, absenteeism, medical and personal issues impacting employment, workplace accommodation, grievances, Canadian Human Rights Complaints, collective
agreement interpretations/applications, exclusions from representation by a union, strike preparation and strike management.
As a member of our team, you will have an opportunity to play a key role in providing services to our clients, interact with a dynamic group of professional teammates, and receive mentoring/support in learning the DND organization and the specific differences in labour relations in both DND and the Federal Sector.
An inventory of applications or a pool of qualified candidates may be established and may be used to staff identical and/or similar positions within DND with various locations, various linguistic profiles and/or requirements, security levels, employment types and tenures which may vary according to the position being staffed.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
EXPERIENCE:
PE-03 and PE-04:
*Recent and **Significant experience in providing ***Operational Level advice and guidance to management in labour relations in a unionized environment.
Experience in writing documents prepared for management to guide decision-making such as (but not limited to) briefing notes, recommendations to management, reports on reviews of key labour relations activities such as misconduct, grievances, administrative investigations and workplace
accommodation.
Experience in the interpretation and application of legislation, collective agreements and policies related to labour relations.
PE-04 only:
Experience in supervising, coaching, mentoring or providing labour relations guidance to other Human Resources Advisors.
NOTES:
“Recent*” experience is defined as experience associated with having performed this function within the past five (5) years.
“Significant**" experience is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately 2 years.

ASSET EDUCATION
Graduation with a degree or master degree from a recognized post-secondary institution in labour or industrial relations or law.
ASSET EXPERIENCE:
Depending on the position being staffed, the qualification below may be deemed an essential requirements.
Experience working with union representatives in order to resolve issues.
Experience mediating and/or influencing outcomes to workplace conflicts or disputes.
Experience working on preparation of cases for review by 3rd party Labour Relations Officer jurisdictions, such as (but not limited to) Provincial Workers’ Compensation Boards, Provincial or Federal Human Rights Commissions, and Grievance Arbitration or Adjudication Boards/Tribunals.
Experience negotiating settlements.
Experience with collective bargaining or strike management.
Experience working or volunteering in a mixed civilian and military environment

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
