On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Duties

Reviews and establishes an annual program of bathymetric surveys required in regional waterways and issues associated navigational warnings to inform boaters of obstacles to navigation.

Plans and develops an annual regional program to monitor various types of contracted dredging work.

Prepares plans and cost estimates for contracted dredging work in accordance with technical and environmental requirements, and orders services from Public Services and Procurement Canada (PSPC).

Coordinates, monitors and conducts quality control of contracted dredging services with Canadian Hydrographic Service (CHS) bathymetric survey project managers, the PSPC contract administrator and contractors.

Analyze and approve various bathymetric plans and volumes of materials to be dredged and paid for; approve dredging in phases and recommend payment.

Acts as a dredging advisor to sector leads, PSPC representatives and contractors; leads meetings and working groups; conducts various analyses and special case studies; formulates advice and recommendations; supports the project engineer by representing and defending the interests of the Canadian Coast Guard (CCG) in relation to surveys carried out, dredging volumes, timelines, amounts paid and operating methods, in the resolution of disputes, which are frequent.

Intent of the process

The immediate need is to fill the positions of Dredging Operations Officer on a determinate (term) basis.

A pool of qualified candidates may be created to staff similar positions within the Canadian Coast Guard that have various tenures (term, indeterminate, etc.) as well as varying security clearance requirements and linguistic profiles.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Post-secondary degree or diploma specializing in civil engineering, geomatics or a related field, or a combination of training and experience relevant to the position being staffed.

Degree equivalency

Significant and recent experience* in developing project plans for marine work, geomatics, hydrographic surveys or mapping, involving the use of various tools in these fields.

Experience preparing project management documents, e.g. statements of work, requests for proposals, service agreements or submissions of deliverables.

*Significant and recent experience is defined as experience usually acquired over a minimum of 2 years, within the last 7 years. This will be evaluated based on the variety and complexity of the tasks performed, the level of responsibility of the candidate as well as the type of projects, the number and level of stakeholders.

Experience managing projects relevant to the duties of the position e.g., marine work, geomatics, hydrographics;
Experience using bathymetric data processing software, e.g. the CARIS Base Editor or Bathy DataBASE, ArcGIS or QGIS.

Conditions of employment

Reliability Status security clearance

Possess a valid Class 5 driver’s license or equivalent;
Maintain a valid Health Canada Category III Medical for Scientific Field Personnel;
Willing and able to work overtime;
Willing and able to travel on short notice;
Willing and able to work on various CCG assets, including helicopters, small watercraft and vessels;
Willing and able to work weekends and evenings on short notice;
Willing and able to wear personal protective equipment and CSA-approved footwear;
Willing and able to work in adverse conditions such as those found in the marine environment;
Willing to wear the CCG uniform when required.
