The Canada Border Services Agency (CBSA) is the first point of entry for travelers and goods arriving to Canada. We are, in effect, the face of Canada. The CBSA was established in December 2003. Its creation integrated border functions related to customs, immigration, enforcement, and food, plant, and animal inspection. Today, we are the second-largest law enforcement organization in the country.

Intent of the process

Committed to people and service excellence, the Canada Border Services Agency (CBSA) is looking for talented candidates to fill AS-07 Audit Manger positions. If you are considering a career within the CBSA, we strongly encourage you to apply.

The CBSA's intent is to create a partially assessed pool of candidates who meet the outlined essential qualifications. Candidates may be further evaluated, on qualifications that are deemed necessary for specific job opportunities, whether or not the qualifications have been identified on the statement of merit criteria.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION

A secondary school diploma or employer-approved alternatives.

Note: If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. Proof of education and education equivalency (if applicable) must be provided prior to appointment. Education equivalency if required is the responsibility of the candidate to obtain. Please consult the link below for additional information.

The employer-approved alternatives to a secondary school diploma are:

• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• An acceptable combination of education, training and/or experience*.

*For this process, an acceptable combination of education, training and/or experience is normally acquired with the following:

• Successful completion of two (2) years of secondary school (grade 10 or secondary III), and a combination of four (4) years of work experience and training in the field of auditing.

The training and/or experience must be related to auditing tasks and responsibilities, and relevant to the Audit Manager position being staffed. It can be acquired in the Public Service as well as through other means, e.g. the private sector, volunteer work, self-employment, etc. The acceptability would be determined depending on the duties to be performed.

NOTE: Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:

• Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and

• Candidates who have been appointed or deployed for an indeterminate period to a position in the AS classification.

Degree equivalency

EXPERIENCE

1) Significant* and recent** experience in leading, planning, conducting and reporting on multiple, concurrent audit or program evaluation engagements.

2) Significant* and recent** experience in preparing and presenting briefing material and reports for senior management***.

3) Experience in supervising staff.

*Significant is defined as experience acquired over a period of approximately three (3) years of direct responsibility for a wide variety of complex files or projects in the context of audit or program evaluation.

**Recent is defined as experience acquired within the last eight (8) years.

***Senior management is defined as Director General and above or senior executives**** in private or public sector organizations external to the Federal Public Service.

**** Senior executive is defined as a person of authority in an organization who is involved in major policymaking and program implementation.

EDUCATION
A Bachelor’s degree from a recognized post-secondary institution.

Possession of a recognized professional accounting designation such as: (Chartered Accountant (CA), Chartered Professional Accountant (CPA), Certified Management Accountant (CMA), Certified General Accountant (CGA) and/or other Internal Audit designations from a recognized association such as but not limited to the following: Certified Internal Auditor (CIA), Certified Government Audit Professional (CGAP), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), Certification in Risk Management Assurance (CRMA).

Degree equivalency

EXPERIENCE

1) Experience in leading the preparation of risk-based audit plans.

2) Experience in the provision of audit professional practices activities, such as internal audit guidance or quality assurance.

3) Experience in managing external audit liaison activities, including liaising with external review bodies, and preparing official departmental/Agency responses and briefings for senior management*.

4) Experience in the development of audit software strategies, involving data mining or analytics.

*Senior management: Director General and above or senior executives in private or public sector organizations external to the Federal Public Service. Senior executive is defined as a person of authority in an organization who is involved in major policymaking and program implementation.

ASSESSMENT STRATEGY

Below is the assessment process flow that summarizes the assessment steps for the selection process, the assessment strategy may be subject to change. Candidates that do not possess valid Second Language Evaluation results, will be invited to complete two Second Language Evaluation Unsupervised Internet Tests:

1. The Unsupervised Test of Written Expression for Level B or C and
2. The Unsupervised Test of Reading Comprehension for Level B or C
The tests allow candidates to be assessed from home, and are available as a temporary
measure in response to the COVID-19 situation. These tests will be administered online concurrently with other assessment stages of the selection process.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS
It is the responsibility of the candidate to notify the Agency’s contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons 5) Participation in a different appointment process or another reason that is considered reasonable by the assessment committee.
