Duties

Reporting to a Director of Facilities Adjudication, the incumbent will be responsible for providing professional advice and recommendations to internal and external stakeholders on matters pertaining to environmental protection and environmental regulation related to regulated companies and their facilities. In addition, the incumbent will complete technical analysis with respect to environmental effects of proposed energy industry facilities and activities regulated by the CER. The incumbent may also act as a technical resource on applications, regulatory development projects, compliance matters, and process improvement projects.

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis.

Education:
University graduation with specialization in an environment related field (including but not limited to biological sciences, agricultural science, environmental science, physical sciences, geography, rural/urban/ regional planning).

Degree equivalency

Experience:
E1: Experience presenting technical analysis, advice, or recommendations on environmental matters on complex environmental issues.

E2: Experience contributing to environmental or impact assessments.

E3: Experience working within and/or leading multi-disciplinary teams.

Asset Qualifications

AQ1 Recent experience presenting technical analysis, advice, or recommendations on environmental matters related to energy facilities.
AQ2 Recent experience managing project applications through an energy regulatory process.

AQ3 Knowledge of the Canadian Energy Regulator Act and the CER’s regulatory context.

AQ4 Specialized expertise in one of the following areas: air quality, marine sciences, fish and fish habitat, wildlife biology, wetlands, soils vegetation or ground water.
AQ5 Experience in working with Indigenous peoples.
AQ6 Experience in liaising with the public, industry and/or government.

1. On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Canada Energy Regulator Policy on COVID-19 Vaccination, all employees of the Canada Energy Regulator must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-07 position is similar to a PC-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2020 $66,207 - $80,549
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
