Duties

The Regulatory and Case Advisor conducts research and analysis of cases of violations and contraventions to Canadian Transportation legislation for which an administrative monetary penalty or punitive suspension has already been assessed by the Regional Manager, Enforcement or other senior management, that are challenged at the Transportation Appeal Tribunal of Canada.

Work environment

The immediate need is to staff a Regulatory Case Advisor in Winnipeg, Manitoba. Some work is performed at Tribunal hearings in front of the Transportation Appeal Tribunal of Canada.

Intent of the process

The immediate need is to staff one position on an indeterminate basis. The results of this process can be used to staff similar positions with various tenure within Transport Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

ED: Graduation with an acceptable degree from a recognized post-secondary institution with acceptable specialization in social science (political science, criminology) or a law-related field.

Degree equivalency

EX1: Significant* experience in writing documents that summarize regulatory or technical issues which include recommendations to decision-makers.
EX2: Experience in reviewing investigations and providing guidance and advice to decision-makers on administrative or penal outcomes.
EX3: Experience in working collaboratively with multiple stakeholders with varying perspectives.
EX4: Experience in providing training and development to staff or peers.
EX5: Experience using Microsoft Suite Applications (including Microsoft excel, Outlook and PowerPoint).

* Significant experience refers to the complexity and diversity of issues handled and the level of autonomy demonstrated which is normally associated with the performance of the duties for at least two (2) years.

AED1: Masters of Law from a recognized university.
AED2: Bachelor of Laws (LL.B.) Degree or Juris Doctor (J.D.) Degree or Bachelor Degree in Criminology / Criminal Justice.
AED3: Certification or education in: Accident investigations, forensics.

Degree equivalency

AEX1: Experience as an advocate appearing before an administrative tribunal or in civil or criminal venues.
AEX2: Experience providing training as a subject matter expert.

ASSESSMENT - GENERAL INFORMATION

Candidates may be assessed using various methods, such as, but not limited to: submission of a video for screening purposes, written exam, phone, individual and/or group interview(s), simulation exercise and/or reference checks. Candidates may be required to make an oral presentation.

ASSESSMENT – REFERENCE CHECKS
Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.

ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.
