Prairies Economic Development Canada (PrairiesCan) is developing an inventory of senior business officers ready to take the Manitoba economy to the next level.
As Senior Business Officer, you will play a key role in supporting PrairieCan’s mandate to grow the Manitoba economy through the administration of our innovation and community-based programming.
Please note: as a result of the COVID-19 pandemic, we are primarily working remotely for the time being. Interviews and related assessments will be conducted virtually throughout this staffing process. Applicants are responsible to ensure they have a reliable internet connection and access. If you are appointed to a position, PrairiesCan will provide tools and/or equipment to support remote work. As public health restrictions ease, the successful candidate will be expected to report to the PrairiesCan offices in Winnipeg.

This process may be used to staff various positions and tenures (including, but not limited to, term and indeterminate appointments, internal assignments, secondments, deployments and acting appointments.

Education:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.
At the manager’s discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to meet the education standard.
Experience:
• Developing or evaluating economic project proposals and/or infrastructure development funding applications or business plans.
• Reviewing financial statements or other financial analysis to evaluate financial sustainability of organizations.
• Negotiating project agreements and monitoring progress against agreements throughout the lifecycle of a project.
• Developing and sustaining collaborative working relationships with internal and external stakeholders to advance economic development initiatives or projects.
• Providing strategic advice and recommendations to senior management including the preparation of briefing notes.
Knowledge:
• Knowledge regarding how Prairies Economic Development Canada (PrairiesCan) and other federal, provincial and regional/municipal economic programs/policies support economic development and diversification in Western Canada.
• Knowledge regarding the key factors influencing the Canadian economy and of the current economic and business trends, opportunities and challenges in Manitoba.

ASSET QUALIFICATIONS:
• Depth, breadth and scope of experience in any one or combination of the experience requirements.
Education:
• Completion of a Masters degree from a recognized post-secondary institution with acceptable specialization in accounting, public administration, economics, law, business administration, commerce, finance or some other specialty relevant to the position, or holds a recognized professional accounting designation.
*Stream 1: Regional Ecosystems and Sector Initiatives
The Regional Ecosystems and Sector Initiatives unit aims to create, grow and nurture inclusive regional ecosystems that support business needs throughout the innovation continuum, and foster an entrepreneurial environment conducive to innovation, growth and competitiveness.
Senior Business Officers for Stream 1 are expected to have the following:
• Experience in developing and/or implementing projects, and/or conducting research, and/or analyzing information, and/or summarizing key findings in one or more of the following areas:
- Advanced Manufacturing.
- Agri-food.
- Health Bio-Sciences.
- Clean Technology.
- Digital Industries.
- Primary Industries.
*Stream 2: Business Productivity and Industry Initiatives
The Business Productivity and Industry Initiatives unit supports high-growth businesses that are scaling up and producing innovative goods, services or technologies.
Senior Business Officers for Stream 2 are expected to have the following:
• Experience in commercial banking or financial consulting.
• Experience in managing accounts receivables.
• Experience in assessing the viability of business operations, including those focused on technology commercialization, productivity improvements or business scale-up activities.
*Stream 3: Community Economic Development
The Community Economic Development Directorate is responsible for project development and administration with communities to foster growth, entrepreneurship and community economic development across Manitoba. The role helps PrairiesCan contribute to economic growth of communities, and well as assisting underrepresented groups better participate in the Manitoba economy.
Senior Business Officers for Stream 3 are expected to have the following:
• Experience in development and/or implementation of projects that support community economic development and/or the economic inclusion of underrepresented groups.
• Experience in development and/or implementation of projects that build business capacity and resiliency within Manitoba’s rural and remote communities.
*Stream 4: Regional Accounting and Finance
The Regional Accounting and Finance unit is responsible for financial oversight and forecasting of PrairiesCan-MB’s grants and contributions as well as regional operations and maintenance spending.
Senior Business Officers for Stream 4 are expected to have the following:
• Experience in assessing claims and financial monitoring.
• Experience in financial forecasting and budgeting.
• Experience in managing accounts receivables.
Operational Requirements:
• Willingness and ability to work overtime when required.
• Willingness and ability to travel.

The inventory will be updated every 120 days. You will receive a notice in your applicant account 14 days before the end of your active period to determine whether or not you wish to keep being considered for an additional 120 days.
TIPS FOR APPLICANTS: When answering the screening questions ensure that you provide complete and thorough details of your experience. Do not assume that the screening board has any previous knowledge of your background, qualifications, or work history. You must be specific and provide concrete examples/details for each Experience element, as applications will be screened only on the information provided. Failure to provide sufficient information may result in your application being screened out of the competition.
Depending on the number of applicants, the needs and/or Human Resources plans, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, will be used for the purpose of managing applications.
Organizational Needs:
