As a lead investigator, you will be part of the enforcement team, working alongside knowledgeable and reliable colleagues. You will play an important role in enforcing the law by conducting thorough, fair and diligent investigations on a variety of files. Investigators frequently interact with complainants, witnesses, persons of interest, enforcement partners and stakeholders, either via correspondence, telephone or in person. Our investigator’s work is vital in helping the OCCE (Office of the Commissioner of Canada Elections) achieve its mandate, as each investigation guides the Commissioner in his decision to take compliance and enforcement actions. The Office of the Commissioner of Canada Elections (OCCE) plays an important role in safeguarding Canadians’ trust in the democratic process. The Commissioner of Canada Elections (Commissioner) is the independent officer responsible for ensuring compliance with, and enforcement of, the Canada Elections Act and the Referendum Act. In response to a complaint, a referral from Elections Canada or of his own initiative, the Commissioner may decide to initiate a review or an investigation to determine the facts of a case. Following an investigation, the Commissioner decides if there is a need to take corrective action. These actions can include everything from informal communications to formal administrative measures or criminal charges. The OCCE works hard to ensure that political entities, third-party organizations, stakeholder groups and other individuals engaged in the electoral process do so in compliance with the rules.
The Commissioner is supported by approximately 50 people, including federal public servants and independent contractors. The OCCE is located at 22 Eddy Street in Gatineau in a newer building. It is also located on a major transit hub near restaurants and coffee shops. Employees are currently working remotely. Moving forward, hybrid work arrangements will be possible.
The immediate intention of this process is to staff one (1) indeterminate position and one (1) term position.
A pool of fully or partially qualified candidates may be established to staff similar positions at Elections Canada with varying tenures (such as indeterminate, specified period, acting) and various bilingual linguistic profiles.

EDUCATION:
(i) a degree, diploma or certificate from a post-secondary institution in an area related to law enforcement (i.e. Law, Police Science, Criminology, etc.); or
(ii) successful police basic training from a provincial or a municipal police force or the Royal Canadian Mounted Police (i.e. Depot Division).
EXPERIENCE:
- Significant* experience in interpreting or applying legislation or regulations.
- Significant* experience in conducting investigations.
- Significant* experience in writing documents such as investigative reports, court documents, briefing materials or correspondence.
- Significant* experience in conducting interviews and taking a statement of a suspect or witness.
*Significant experience is defined as the depth and breadth of experience normally acquired through full-time performance of a wide range of activities related to the task for at least three (3) years.

- A degree in law from a recognized post-secondary institution and eligibility for membership in the bar of one of the provinces or territories of Canada or in the Order of Notaries of the Province of Quebec.
ASSET/ EXPERIENCES:
- Experience in performing work involving the application of the Canada Elections Act.
ORGANIZATIONAL NEEDS:
