Intent of the process

The intent of the process is to staff one (1) indeterminate position. A pool of qualified candidates may be established to staff similar positions within the PSC and other government departments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed

Notes:
1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3.At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE:
E1: Experience in providing strategic advice and recommendations to senior executives on complex IM/IT issues, in the form of presentations and briefings
E2: Significant** experience in managing human and financial resources including Employee performance appraisal, Labour relation, HR planning and Staffing
E3: Experience in the management of departmental/organizational level projects with a value of $400,000 or greater.
E4: Recent* and significant** experience planning, developing, managing, engineering and operating an enterprise-wide development environment or a technical infrastructure/network and computing environment
E5: Recent* and significant** experience using modern cloud-based technologies such as transforming and modernizing legacy applications or infrastructure systems.
E6: Experience planning and directing the procurement of goods and services.

*Recent experience is defined as experience acquired in the last five (5) years.
**Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three years.

ASSET EDUCATION:
AED1: Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed

AED2: Bachelor's Degree in computer science, information technology, information management or another specialty relevant to the position to be staffed

AED3: Masters in IT, Project Management or MBA

Degree equivalency

ASSET EXPERIENCES:
AE1: Recent* experience managing a team of IT security professionals

AE2: Experience managing the implementation of organizational change initiatives having significant impact on staff and operational procedures.

AE3: Experience in developing informatics and/or digital strategies, plans and policies.

AE4: Experience managing data warehouse and business intelligence related projects

AE5: Experience managing and operating a cloud based network and server environment

AE6: Experience managing a cloud application development team

AE7: Experience managing and operating a DevSecOps team

OPERATIONAL REQUIREMENT:
Willingness and ability to travel
Willingness and ability to work overtime
Willingness and ability to be on stand-by and on call 24/7
