Intent of the process

The initial intent of this process is to offer 2 indeterminate appointments.

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (english essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the core public administration (http://www.psc-cfp.gc.ca/plcy-pltq/rfli-lirf/index-eng.htm).

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

-Experience in providing strategic advice and guidance to senior management* on policy or program issues;

-Significant** experience in providing strategic advice and guidance to senior management* on complex*** policy or program issues;
-Significant** experience writing briefing material and presentation documents on complex*** issues addressed to senior management* and external audiences.

EC-07
Significant** experience leading complex*** files independently.

Definitions:
EC-05 and EC-06: *Senior management is defined as Director (EX-01), or equivalent, and above.
EC-07: *Senior management is defined as Executive Director (EX-03), or equivalent, and above
**Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of complex related activities over a period of approximately three (3) years.
***Complex includes items that could refer to: having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, having potential risks to the organization, etc.

KNOWLEDGE:

ALL STREAMS:
- Knowledge of pension or insurance benefits programs within or outside the federal public sector and public sector pension or employment benefit trends.

EC-06 & EC-07
- Knowledge of actuarial concepts and methodologies.

- Experience in pension plan funding, pension, benefit plan sponsor or benefit plan policy issues within or outside of government.

EC-05
- Experience working with actuarial methodologies.

EC-07
- Experience in pension or benefit plan funding analysis, oversight and policy. Specifically:
• Significant** statistical analysis for pension or benefit plan funding; and
• Significant** analysis for defined benefit pension plans or benefits plans on policy or plan sponsor issues impacting plan funding.
- Experience in managing staff.

**Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of complex related activities over a period of approximately three (3) years.
