Whether working in the areas of accounting operations, resource management, financial policy or financial systems, the Senior Financial Analyst is a project leader, a supervisor, a consultant and a key partner in all facets of program delivery.

The Treasury Board of Canada Secretariat in collaboration with the HR Council and the Public Service Commission is leading a Senior Financial Analyst staffing initiative on behalf of departments and agencies across the federal public service.

Duties

Depending on your area of expertise, you could be:
• Managing the reconciliation of the General Ledger to the Central Accounts and provide support to internal audit commitments.
• Developing options to maximize the use of approved financial resources through cash management and risk management strategies.
• Participating on departmental committees or in working groups, providing policy advice on the development of processes, procedures and system changes.
• Providing advice to management throughout all phases of the systems development life cycle, from assessment of change requests to post-implementation evaluation.

EDUCATION:
Positions require a degree* from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in Financial Management.

OR

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).

Degree equivalency

EXPERIENCE REQUIRED:
For all positions to be staffed, recent* and significant** experience in at least two (2) of the following 11 areas is required:
• Auditing;
• Grants and contributions;
• Planning and resource management;
• Financial management advisory services;
• Internal control (quality assurance, risk management, monitoring);
• Financial systems;
• Accounting operations;
• Financial Reporting;
• Tax programs or services;
• Financial Policy;
• Cost accounting;

All positions also require the following experience:
• Experience in briefing and providing financial management advice and guidance to internal or external clients.
• Recent* and significant** experience in developing and maintaining effective relationships with key partners.
• Experience in preparing correspondence, reports, presentations or briefing notes for senior management***

DEFINITIONS
* Recent experience is defined as experience normally acquired within the last five (5) years.
**Significant experience is defined as depth and breadth of experience associated with completing the duties of the position for a period of at least two (2) financial cycles for each area.
***Senior management is defined by a manager occupying a position at the director level or equivalent.

• Experience working with legislation, regulations, policies and practices related to financial management and accounting procedures

• Experience in the review and analysis of grants, contribution payments, or funding submissions
• Experience in the use of data analytic tools (i.e. Business Intelligence tools)

• Experience in assisting in the analysis, review or the preparation of key decision documents*
*These documents include Business cases, Financial statements and Treasury Board submissions, or Memorandum to Cabinet, or Order in Councils, or other material presented to central agencies.

REGARDING THE REQUIREMENT TO BE VACCINATED
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
