Education
Both streams:
• Graduation with a degree from a recognized institution in a field relevant to the position, or an acceptable combination of education, training and/or experience.
Note:
Specialization courses must be acceptable and have been taken at a recognized post-secondary institution, but not necessarily as part of a degree program in the required field of specialization.
Experiences
Both stream:
• EXP1: Experience in contributing to or supporting the planning and delivery of programs.
• EXP2: Experience in collaborating or partnering with governmental and non-governmental organizations (i.e., non-profit groups, community organizations and/or Aboriginal groups).
• EXP3: Experience in synthesizing information obtained from multiple sources into briefing notes, reports, presentations or presentations to inform decision-makers.
Stream A only:
• EXP4: Experience in the administration and monitoring of financial arrangements (e.g. funding agreements).
• EXP5: Experience in developing and implementing management tools for environmental programs.
Various language requirements

Information on language requirements
Knowledge
Both streams:
• Knowledge of ECCC's mandate, priorities and programs.
• Knowledge of current or emerging issues related to the environment.
• Knowledge of key stakeholders involved in the environmental community.
Stream A only:
• Knowledge of best practices for negotiating transfer payment agreements, monitoring compliance with terms and conditions, and monitoring progress based on deliverables.
Stream B only:
• Knowledge of Aboriginal communities and organizations in Quebec and in Atlantic Canada.
Abilities
Both streams:
• Ability to reach the cooperation of many governmental and non-governmental stakeholders and partners to build consensus and negotiate agreements with program partners and collaborators.
• Ability to analyze information from a variety of sources, provide advice and recommendations to management.
• Ability to communicate verbally.
• Ability to communicate in writing.
Stream A only:
• Ability to coordinate and monitor projects.

Asset qualifications
Stream A:
• Experience in contributing to or supporting the planning and delivery of government programs, including the development of program tools such as guidelines, procedures, and application and evaluation forms.
• Recent experience * in the administration and monitoring of grant and contribution programs, including evaluating proposals, making funding recommendations, negotiating funding agreements and monitoring project progress.
*The term 'recent experience' refers to experience gained in the last (2) two years.
Stream B:
• Knowledge of the rights of Indigenous peoples in Canada and the Crown's obligations with respect to these rights.
Organizational needs:
