Duties

What types of jobs are there at ESDC?

There are dozens of types of jobs at ESDC. We have employees in call centres who help Canadians over the phone and at Service Canada centres. We have policy experts and people who make sure programs work. We have experts who figure out what programs we’ll need in the future; or what we need when the economic outlook changes. We have people who work in IT, media relations, web and human resources and a Chief Data Officer’s office.

→ (CS-01/CS-02) – Computer Systems
The Computer Systems Group comprises positions that are primarily involved in:
• the application of computer systems knowledge to the planning;
• development, installation and maintenance of information technology processing systems to manage, administer or support federal government programs and activities.
Work Location: Gatineau, Quebec / Montreal, Quebec*

Please note that the Computer Systems (CS) group will change to a new occupational group called Information Technology (IT) effective December 9, 2021 (planned implementation date). This means that appointments/deployments made as a result of this selection process may be in the CS or IT occupational group, depending on the effective date of the appointment/deployment.

→ (FI-01/FI-02) – Financial Administration
The Financial Management Group comprises positions that are primarily involved in:
• the planning, development, analysis, delivery or management of internal Public Service financial policies, programs, services or other related activities;
• the development, delivery, interpretation, recommendation or revision of financial management policies, practices, principles, systems or techniques;
• the financial operations and services, such as the management of the accounting process and reporting of expenditures, revenues, assets or liabilities.

→ (IS-02) – Information Services (Communications)
The Program and Administrative Services Group comprises positions that are primarily involved in:
• the planning, development, delivery or management of administrative and federal government policies, programs, services or other activities directed to the public or to the Public Service;
• the research into public attitudes and perceptions and the analysis, development, recommendation and delivery of strategic communications plans and activities dealing with the explanation, promotion and publication of federal government programs, policies and services.
Work Location: Gatineau, Quebec*

Presently, the work location (designated workplace*) of the positions to be staffed are as noted above. However, due to the COVID-19 pandemic, employees are working remotely from their home. When an eventual return to the workplace is possible, there may be, at the manager’s discretion or based on operational requirements, a continued option to work from a different ESDC/Service Canada Office location or from an employee’s residence located in Canada. Intent of the process

EDUCATION*:
Depending on the occupational group, the qualification standards* are as follows:

(CS): Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

(FI-01): Successful completion of two years of a post-secondary program with specialization in accounting, finance, business administration, commerce or economics; or
Possession of the Government of Canada Financial Management Certificate.

(FI-02): A degree** from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
or
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Notes:
It is the educational institution that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
The courses for the specialization must be taken in a recognized post-secondary institution but not necessarily within a post-secondary program in the required specialization.

(IS): A degree** from a recognized post-secondary institution.

*Persons who will meet the education standard of the occupational group for which they apply, by April 2022, can submit their application.

**The term “degree” refers to a baccalaureate as established by educational authorities.
