About the role:
PrairiesCan works to diversify the Canadian Prairies economy and improve the quality of life of Canadians. We aim to be a leader in building a strong and competitive Prairies by focusing on business development, innovation and community economic development.
This role involves advises clients within the department on procurement, assets and materiel management and contracting policies, legislation, regulations and practices emanating from central agencies and the department; discusses and resolves procurement issues with central agencies and management.
Duties include:
• Advises clients within the department on procurement, assets and materiel management and contracting policies, legislation, regulations and practices.
• Discusses with and advises clients on the preparation of procurement documentation, and on the development of related evaluation criteria.
• Coordinates the procurement; processes documents through the automated/non automated systems and processes.
• Negotiates contracts with private sector suppliers and contractors, evaluates proposals and selects or recommends suppliers to management.
• Represents the department in dealing with central agencies to obtain favorable terms of supply, and to resolve procurement problems.

PrairiesCan offices are open environments with well-regulated air quality, ergonomic sit- stand workstations, and a combination of natural and fluorescent lighting. The physical demands of this position include spending a significant amount of screen time on a computer or equivalent, as well as reading documents in digital and/or print media.
The intent of this process is to staff a one year term appointment.
A pool of qualified candidates (fully assessed or partially assessed) may be established and used to staff similar positions at this group and level. This process may be used for various positions and tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, acting appointments, casual) as well as various locations, security requirements, language requirements and conditions of employment. Education:
• A secondary school diploma or an acceptable combination of education, training and/or experience.
Experience:
• Experience in the field of contracting, procurement (purchasing) of goods and services.
• Experience in providing advice and recommendations to clients and managers in regards to procurement and contract questions.
• Experience in preparing and managing contract documents for goods and services contracts, including Request for Proposals (RFP).
• Experience regarding the selection or development of contractual terms.

ASSET QUALIFICATIONS:
Education:
• Training taken as part of the certification program for the federal government procurement and materiel management community. (PG Certification)
• Masters degree from a recognized university in a field relevant to the position.
Experience:
• Experience using a computerized procurement management system.
• Experience in preparing and managing contract documents for goods and services contracts in the Federal Government.
• Experience with negotiating, following best practices, and using various methods of supply.
• Experience in preparing procurement documents and liaising with PSPC and SSC for the contracting of goods and services.
• Experience using various methods of selection and basis of payment.
• Experience mentoring and/or providing guidance to junior procurement team members.
• Depth, breadth and scope in any one or combination of the experience factors.
Operational Requirements:
• Willingness and ability to work overtime when required.
• Willingness and ability to travel occasionally.
