Due to the COVID-19 Pandemic, employees of Indigenous Services Canada are currently working remotely. The department is actively working on a flexible, phased approach for the safe return of employees to their usual workspaces. Therefore, this opportunity may initially be a remote working opportunity. When it is deemed safe to return to the workplace, the opportunity will be in an Indigenous Services Canada office located in the Atlantic Region. A long-term telework agreement could be considered.

Intent of the process

The intent of this process is to fill a position on an indeterminate basis within the Atlantic Region. A pool of qualified candidates will also be established and could be used to fill identical or similar positions of various duration and with different linguistic profiles within Indigenous Services Canada offices within the Atlantic Region and across Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;

OR

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Degree equivalency

EXPERIENCE
Significant experience* in the field of budget planning (forecasting), financial reporting and accounting operations.
Significant experience* in providing strategic advice and recommendations to senior management** on financial management issues including strategic and operational planning, wealth or deficit management.
Experience in interpreting and implementing financial policies, directives or procedures in the federal, provincial, municipal or First Nation public service as well as in governmental organizations.
Experience in managing human resources. ***

* Significant experience is defined as experience in which the incumbent's primary responsibilities include the responsibilities listed above and refers to the breadth, depth and complexity of the duties performed for at least two (2) years.
** Senior Management refers to individuals at the level of Director (or equivalent) and higher.
*** For human resources management, applicants must clearly demonstrate that they have supervised employees, assigned tasks, managed and assessed performance and implemented training plans. Applicants must also indicate the number of employees they have directly supervised.

Recent experience* in providing financial advice on the management of grants and contributions, revenue streams or fund management to executive management, boards or Chief/Mayor and Council.

Experience in doing Lean exercises; internal evaluations of processes and procedures; and internal or external audits.

* Recent experience is defined as experience acquired within the last five (5) years.
