Intent of the process

This process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies, various security profiles, various tenures (Indeterminate, Temporary) using various staffing mechanisms at Immigration, Refugees and Citizenship Canada.

STEP 1 of the assessment process - INTRODUCE YOURSELF!

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

**An acceptable combination of education, training and/or experience is defined as a minimum of a High School diploma (Grade 12) plus a minimum of 5 years of IM/IT experience.

EXPERIENCE

All Streams:
EX1. Recent* experience in troubleshooting and resolving IM/IT issues in one of the following environments: IT Infrastructure, Operations, Networks, Data Centre or Telecommunications.

Stream 1: (Team Lead)
EX2. Significant** experience leading multi-disciplinary teams responsible for delivery of IM/IT solutions.
EX3. Experience providing advice and recommendations to management on Information Management / Information Technology issues

Stream 2: (Technical Lead)
EX4. Recent* and Significant** experience in the programming and testing of new applications, enhancements or maintenance of new or existing applications or COTS products.
EX5. Recent* and Significant** experience in providing application development services in the delivery of IM/IT applications for a minimum of three (3) of the following services for applications:
• Analysis,
• Design,
• Programming,
• Integration,
• Deployment,
• Maintenance, or
• Quality assurance.

*Recent is defined as experience acquired within the last five (5) years.
**Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities which would have been acquired over three (3) years.

Depending on the position being staff, we might have positions with various language requirements, such as: English OR French Essential, English Essential, French Essential, or Bilingual Imperative BBB/BBB or CBC/CBC)

AEX11. Experience with operations and support of a Business Intelligence and Analytics related infrastructure

OPERATIONAL REQUIREMENTS
• Able and willing to work overtime on short notice.
• Able and willing to travel on occasion.

Conditions of employment

Reliability Status security clearance - STEP 5 of the assessment process - SECURITY CLEARANCE

The hiring department is responsible for the Personnel Security Clearance process.

Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you
must provide residence information for the last ten (10) years.

The process may involves reference inquiries, verification of qualifications, criminal records checks, credit checks (if required), and fingerprints.

To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from Immigration Consultants of Canada Regulatory Council (ICCRC). Of note, a “leave of absence” from the Regulatory Council does not meet IRCC’s requirement in the matter.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
